Title: Manager I, Benefits and Leaves The Manager of Benefits and Leave Administration oversees the District's employee benefits and leave programs, ensuring operational efficiency, financial integrity, regulatory compliance, and strategic alignment. This working manager supervises benefits and leaves staff, manages vendor relationships and absence systems, oversees reconciliation and internal controls, partners with HRIS, and serves as the subject-matter expert for benefits and FMLA compliance. This role collaborates with Human Resources and District departments to ensure consistent policy application and high-quality employee service for approximately 16,000 employees. Essential Job Duties • Supervise and evaluate Benefits, Leave, ADA, and support staff; establish performance standards and promote cross-training and professional development. • Provide day-to-day operational leadership and serve as a working manager as needed. • Oversee administration of health, welfare, retirement, and voluntary benefit programs. • Maintain oversight of monthly reconciliations, financial controls, documentation standards, and audit readiness in partnership with Finance. • Direct leave administration operations, ensuring timely, consistent, and legally compliant case management, including FMLA and statutory leave programs. • Review complex or escalated leave and accommodation cases; consult with Legal and Employee Relations when risk is identified. • Oversee ADA accommodation processes and ensure consistent interactive process management and regulatory compliance. • Ensure accurate coordination between leave status, payroll, benefits eligibility, and compensation adjustments. • Support absence management system functionality, configuration review, and process improvements in partnership with HRIS. • Monitor vendor performance and ensure contractual and regulatory compliance (HIPAA, ACA, ERISA, COBRA, FMLA, ADA). • Track leave trends, reconciliation metrics, and compliance indicators to identify operational risks and recommend improvements. • Establish and maintain strategic interdepartmental partnerships to ensure aligned, compliant, and operationally sound administration of benefits and leave programs. • Ensure that actions involving pay impact, employment status changes, legal exposure, policy exceptions, or significant financial liability are reviewed with and approved by the Director of Total Rewards prior to execution. • Performs other duties as assigned. Qualifications • Bachelor's Degree in Human Resources, Public Administration, Business Administration, or related field preferred. • Minimum seven years of progressive experience in benefits and leave administration required. • Minimum three years of supervisory experience required. • Experience in a large public sector or K-12 environment preferred. • Experience with HRIS platforms and absence management systems required. • Professional certifications in benefits, leave administration, or human resources preferred.
