Duties Help This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Permitting and Taxation. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Serve as the Supervisory Alcohol and Tobacco Tax Specialist. Study and evaluate the procedures for examining and processing registrations, applications, notices, bonds, consents of surety, extension of coverage of bonds, plats, plans, and other documents filed in connection with the establishment and operation of the alcohol, tobacco, firearms and explosives industry premises under a license and permit system. Formulate, plan, and develop procedures to carry out programs relating to the license and permit operations of the regulated industries. Request inspections or investigations relative to the issuance and control of licenses and permits, and plant and permittee operations and records. Issue citations for adverse permit and license actions such as contemplated denial, suspension, or revocation. Conduct conferences with industry representatives and/or their attorneys on such matters as statute violations, settlement of assessed taxes and penalties, decisions on questionable applications, offers in compromise, variations from requirements, etc. Requirements Help Conditions of employment The experience may have been gained in either the public, private sector or volunteer service.. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Researching, reviewing and advising on financial accounting related projects or tax related documents; AND - Developing plans, policies, and procedures for an organization; AND - Supervising or leading employees involved in financial accounting or tax compliance or oversight. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Researching, reviewing and advising on financial accounting related projects or tax related documents; AND - Assisting in the development of plans, policies, and procedures for an organization. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
