Job Summary This positionwill provide professional research, analysis, and coordination of the fugitive apprehension efforts for the Minnesota Department of Corrections (DOC) and other law enforcement agencies for supervised or intensive supervised release violators. This position develops, researches, gathers, shares,analyzes, and vets intelligence profile information from raw data and available data resources such as offender base files, corrections agents/probation officers, institution intelligence, DOC and national databases, social media, community watch organizations and other law enforcement agencies to provide intelligence facilitating the apprehension of fugitive felons wanted by the Commissioner of Corrections. This position will also coordinate with other law enforcement entities across the country to conduct supervised release violator apprehensions by sharing vetted intelligence information once cleared through the deputy director or designee. This position will also be responsible for portals applications related to National Crime Information Center ( NCIC) system through the MN Bureau of Criminal Apprehension (BCA) and updating submitted releasee photographs into Correctional Operations Management System ( COMS). This includes training, updates, statistics, and advisement of MN DOC employee training as a TAC lead or backup. In addition, this position will perform a variety of routine clerical, professional, and technical administrative work involving the preservation, receipt, storage, and release of property and evidence in accordance with State law as a non-sworn (civilian) employee. Additional job duties may include but are not limited to the following: Complete special assignments assigned by the Director, Assistant Director, or Deputy Director of OSI -Fugitive Unit. To promote a culture of flexibility, the DOC offers staff a hybrid work environment that varies by team, position, and business needs. This position is subject to state teleworking policies requiring 50% in office for employees living within 50 miles of DOC's Central Office - St. Paul. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line. Qualifications Minimum Qualifications Two (2) years of experience conducting criminal intelligence analysis or investigations in a law enforcement, military, corrections, or other closely related field. An Associate's degree in criminal justice, law enforcement, corrections, or a related field may substitute for six (6) months of the required experience. Certification, or ability to obtain certification within 1 year from International Association for Property and Evidence (IAPE). Required knowledge, skills and abilities: Knowledge of research and data gathering techniques and investigation methods. Written and oral communication skills sufficient to communicate investigative data accurately and effectively to Fugitive Apprehension Unit Members (FAUMs) and law enforcement/criminal justice partners nationwide. Critical thinking, analysis, and judgment skills sufficient to analyze and evaluate complex information and independently make sound decisions. Human relations skills sufficient to establish and maintain effective working relationships with employees, outside agencies, and the public. Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position: Bachelor's degree in criminal justice, law enforcement, corrections, or a related field. Experience collaborating with different entities, such as local, state and/or federal law enforcement agencies in an investigative capacity. Skills in using informational databases, open-source information, social media, and investigative resources to compile intelligence data efficiently and accurately. Skills in using computer database and software programs such as the Augmented Criminal Investigation Support System (ACISS), Correctional Operations Management System (COMS), National Crime Information Center (NCIC), Security Threat Group (STG) and gang/records management databases sufficient to maintain a comprehensive file on all intelligence information gathered, document the investigation, and retrieval and storage of information obtained in the database programs. Qualifying experience as a property/evidence technician. At least three (3) years of investigations experience as described above in the minimum qualifications.
