Program Analyst This is a Project Manager/Analyst under the supervision of the Chief, Programs and Project Management Section of Engineering at the Phoenix VA Healthcare System. It is responsible for the development, implementation, and monitoring of projects/programs with significant scope or complexity related to facility improvement upgrades, facility planning in support of Strategic Capital Improvement Plan, leasing program oversight to include tenant improvement projects for 40,000 GSF or more, etc. Duties and responsibilities include, but are not limited to: Serving as the Contracting Officers Representative for Capital Improvement, Maintenance and Repair and oversight of leased properties. Developing a Project Management plan for each assigned project. Implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiating and integrating all station functions, customer needs, regulatory requirements and other agencies' commitments in support of assigned projects into a comprehensive plan. Controlling and managing project milestones and budgets from initial studies through construction and initial operations. Allocating project funds to contractors, consistent with progress attained, and measuring and monitoring performance to assure charges are authorized and appropriate. Reviewing and analyzing cost reports to assure charges are authorized and appropriate. Providing date and analysis of capital asset utilization and space needs as they relate to gaps in clinical, operational, and facility programs. Coordinating the planning, design, cost engineering, construction, and environmental considerations, etc. for constructions projects varying in scope and complexity as measured by their diversity, geographic area, management demands, technical intricacies, and public/regulatory issues. Serving as the primary point of contact for assigned projects with customers, Federal, State, and local government agencies, other external organizations and higher authorities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The Full Performance Level for this position is GS-12. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
