Job Description Plan, organize, lead and monitor procurement operations. Organize and manage procurement program. Manage delegation and revision of procurement authority. How you will contribute: Audit: Review audits from IA, APA, PRT and DGS and prepare responses. Interpretation of Policies and Procedures: Ensure proper procurement procedures and controls are in place and measure effectiveness of policies and procedures in meeting business goals and customer needs. Performance goals and service levels: Lead teams to meet established performance goals and provide excellent customer service. Develop, implement and monitor performance results for competitive bids, competitive negotiations, and sole source procurements. Identify and implement improvement strategies to increase efficiency and effectiveness in procurement operations. Procurement and Contracting Services: Provide procurement and contracting services to VDOT's districts and divisions. Develop and establish operating procedures, long range goals and objectives for VDOT's procurement and contracting program. Advise and instruct Procurement Managers and Contract Officers on procurement issues. Consult with the Office of the Attorney General and collaborate to provide advice on dispute avoidance and resolution. Ability to handle complaints, settle disputes, and resolve grievances and conflicts. Ability to plan, organize and coordinate the work of supervisory, professional, and technicalpersonnel. Extensive knowledge of principles and practices of governmental purchasing, as well asfederal, state and local government procurement laws and practices. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, production methods, and coordination of people resources. Skill in motivating, developing, and delegating. Skill in strategic planning and customer satisfaction through continuous improvement. Skill in the use of computers and software programs. Minimum Qualifications: Ability to analyze problems and recommend alternative solutions. Ability to communicate effectively orally and in writing with customers. Ability to handle complaints, settle disputes, resolve grievances and conflicts. Ability to plan, organize, coordinate the work of supervisory, professional, and technical personnel. Experience applying general management principles and practices to include human resources. Experience applying principles and practices of governmental purchasing as well as federal, state and local government procurement laws and practices. Skill in strategic planning and customer satisfaction through continuous improvement. Skill in the use of computers and software programs. Virginia Contracting Officer (VCO), or Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (CPM). Additional Considerations: A combination of training, experience, or education in Business Administration, Public Administration, or related field desired. Possession of Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (CPM). Possession of Virginia Contracting Officer (VCO) certification. Progressive experience as a buyer and manager in a large complex procurement office.
