Salary : $4,367.00 - $4,507.27 Biweekly Location : Houston Job Type: Full Time Job Number: 38329 Department: Houston Public Works Opening Date: 03/06/2026 Closing Date: 4/4/2026 11:59 PM Central POSITION OVERVIEWApplications Accepted from: All Persons Interested Service Line/Section: Engineering & Construction/Infrastructure/Transportation Location: 611 Walker. 17th Floor Houston TX 77002 Workdays & Hours: Monday - Friday, 8 A.M. - 5 P.M.Subject to changeDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Supervise, coordinate, and manage a variety of engineering and construction management activities and personnel necessary to implement City's Infrastructure projects (drainage, paving, water and wastewater) under Capital Improvement Program (CIP). Provide technical guidance and training to engineers and project managers. Provide technical analysis and information to develop solutions, define objectives, evaluate scope and fee proposals for design and construction projects, and make recommendations/ provide directions. Prepare and/or review design and construction plans, specifications, technical reports, and cost estimates. Review and process contracts, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action. Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors. Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the public. WORKING CONDITIONS The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. This is a Department of Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing. OR Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board. EXPERIENCE REQUIREMENTS Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, or in a role of Project Manager or higher obtained after licensure as a Professional Engineer. Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement. LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required. Engineers from out-of-state must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston. May require a valid Texas Driver's License and in compliance with the City of Houston's policy on driving. PREFERENCES Preference will be given to applicants with experience in Transportation and Drainage system design, construction, and project management. Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred. Ideal candidate will have a concentration degree in Civil Engineering. Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
