Salary: $50,003.20 - $53,040.00 Annually Location : Houston, TX Job Type: Grant-funded Full-time Job Number: 16383 Department: Harris County Resources for Children and Adults Opening Date: 03/06/2026 Closing Date: 4/30/2026 11:59 PM Central Max Number of Applicants: 100 Position Description Department History Overview: Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provide this support. But the now-county department has expanded services for early prevention, intervention, and adult services. Vision: To better the lives of children and adults in Harris County. Brief Position Overview: Under the supervision of the Workforce Advocate Supervisor, the Sustainable Workforce Case Manager works with current and former foster youth (between the ages of 16 and 25 with an emphasis on ages 21 through 25) in a 13-county area to provide comprehensive workforce, job readiness, and case management services that support the healthy development of youth's transition to adulthood with the final goal of obtaining employment. Duties & Responsibilities: Provides intensive case management to address former foster youths' transitional needs by engaging in program intakes, case planning, self-sufficiency assessments, wraparound meetings, and face-to-face contact with clients on a consistent basis (minimum of quarterly basis) with an emphasis on sustainable employment. Develops individualized plans to assist each youth with their employment goals. These plans often include standardized vocational assessments, soft skills training, interview techniques, mock interviews, job searches, application and resume development, and job retention skills. Submits internal and external referrals to assist youth in acquiring additional transitional services (housing, mental health, physical health, education, transition coaching (mentorship) etc.). Works closely with direct supervisor to develop partnerships with local employers who will hire referred youth and local workforce agencies including, but not limited to, Workforce Solution Offices, who provide job readiness services to youth and young adults. Works closely with workforce team to assist with the coordination of the annual Summer Jobs Program and workforce training sessions including participation in Life Skills Training Job Readiness courses for youth under the age of 21. Completes monthly reports, enters all case note documentation in agency database within a required time frame and maintains adequate case and financial records. Submits requests for payment for youth who qualify for financial assistance through the TWC contract to include housing assistance, rental assistance, utility payments, and other approved expenses. Participates in, assists with planning, and attends HAY Center events and Texas Workforce Commission (TWC) statewide and regional activities as required. Experience: Minimum of two (2) years of full-time paid work experience in workforce development. Training and experience using a personal computer with a variety of software such as Microsoft Word, Microsoft Excel, and Case Management Software. Licensure: Reliable transportation with a valid Texas driver's license and auto liability insurance. Ability to become CPR Certified. Knowledge, Skills & Abilities: Knowledge and understanding of adolescent/transition age youth stages of development. Problem solve and demonstrate critical thinking skills. Ability to maintain confidentiality. Interacts and maintains professional working relationships with individuals of varying social and cultural backgrounds. Ability to contribute effectively to the accomplishments of team or work unit goals, objectives, and activities. Knowledge of human resources techniques utilized in workforce development, career assessment, interviewing, recruitment, and training. Computer proficiency. Ability to use a case management database.
