The role ensures timely processing, maintains regulatory compliance, and provides troubleshooting support while working under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions: Essential Job Functions: Provides DocuSign assistance to PCS staff and programs. Administers and manages contract workflows within DocuSign, including envelop creation, routing configuration templates, and automated reminders. Performs quality assurance assessments of all contracts and supporting documentation for contract requests received for contract execution utilizing DocuSign. Ensures proper review to include approval and sequencing. Troubleshoots DocuSign workflow issues, routing errors, authentication concerns, and document discrepancies. Processes requests for contract routing to vendors and HHS Signature Authorities for contract execution. Assists agency with PCS procurement-related issues associated with DocuSign. Assesses, analyzes and disseminates statistic reports. (50%) Provides technical assistance to internal and external stakeholders; identifies areas of needed change and makes recommendations to improve operations. Responds to internal and external requests for information, regarding policy, procedures and standards. Provides executive staff with training, policy interpretation and recommendations. (20%) Responsible for administering all facets of DocuSign administration for the HHS System. This includes developing agency policy and procedures for the use of DocuSign, organizing, creating and facilitating training and managing the DocuSign Application. (10) %. Provides backup support to PCS Level 1 with CAPPS/SCOR technical assistance to staff on requisition, purchase order (PO) and contract processing. This includes but is not limited to testing solutions to issues in CAPPS/SCOR sandbox, providing detailed guidance to PCS staff regarding how to resolve a system issue, and developing and submitting any Change Service Request (CSR) as necessary to resolve issues. (10%) Assists in the testing of CAPPS/SCOR as it relates to PCS. Works closely with the technical team to determine if the system is providing the required functionality. Provides technical team with detailed descriptions of system inconsistencies, systemic data issues, testing scenarios issues, and other problems that prevent the system from functioning properly or meeting the requirements of PCS. Maintains documentation that tracks the issues with testing. Performs other duties as assigned. Knowledge of commodity classification structures, vendor sourcing strategies, and supply chain fundamentals. Skills in strong organizational skills with the ability to manage multiple high-priority assignments in a deadline-driven environment. Skills in the ability to maintain compliant and audit-ready records in accordance with regulatory standards. Skilled in diagnosing and resolving technical/system issues. Skilled in strong analytical and problem-solving skills with the ability to gather and evaluate complex information. Skill in providing clear and effective written and verbal communication skills, including the ability to translate technical information for non-technical stakeholders. Skilled in providing responsive, professional customer service to technical and non-technical users. Ability to exercise sound judgment and proactive decision-making grounded in policy, technical knowledge, and risk assessment. Ability to provide strong analytical and system-thinking skills with the ability to evaluate technical and operational requirements. Initial Screening Criteria: Experience in systems analysis and design work.
