Department: Community Engagement THE ORGANIZATION A private nonprofit organization founded in 1973, Philadelphia Corporation for Aging (PCA) is a large agency that is part of the Area Agency on Aging (AAA) nationwide network. Founded as a result of the federal Older Americans Act, the AAAs are mandated to "facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers." PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination. The mission of PCA is to improve the quality of life for older Philadelphians and those with disabilities and assist them in achieving the greatest possible levels of health, independence, and productivity. Requirements Description of Role: Under the supervision of the Assistant Director for Health and Nutrition Services is responsible for managing the day-to-day operations of PCA's Meal Distribution Center (MDC), including monitoring and program management of its service delivery contracts, budgets, and home-delivered meal program (HMDL); supervising staff; and participating in the development, monitoring, and evaluation of community-based nutrition programs funded by PCA. Required Education and Experience: Bachelor's Degree in Food Service Management, Institutional Management, or a related applicable field and four years of management experience in food service, warehouse, transportation, packaging and delivery services or other relevant experience. or High School diploma or equivalent with eight years management experience in food service, warehouse, transportation, packaging and delivery services or other relevant experience. Job Responsibilities: FULL Job Description will be available. a. Manages the overall day-to-day operation of the Meal Distribution Center (MDC). b. Supervises MDC Assistant Manager/Facility, MDC Supervisors, office staff, and User Support Specialist. c. Oversees and coordinates personnel matters such as hiring of staff, disciplinary actions, staff appraisals, monitoring attendance, etc. d. Develops, updates and implements policies and procedures for MDC operations. e. Makes adjustments to regular meal delivery schedules to accommodate holidays, inclement weather and other unplanned circumstances that impact routine operations. f. Works with supervisory staff to ensure efficient, accurate deliveries to HMDL consumers. g. Communicates and mediates issues with Long Term Care department, Community Health Choices and LIFE programs related to HMDL consumer service orders, delivery schedules and problems, consumer health and safety, etc. h. Develops, manages and analyzes Meal Distribution Center operational and internal department budget and processes invoices as needed. i. Manages contracts and budgets for PCA's home delivered meal vendors. Reviews and evaluates all home-delivered meal programs and financial reports. Reviews delivery patterns, tracks meal usage and monitors inventories. j. Meets regularly with facility management team to identify and recommend equipment and product needs, service contracts, and operation procedures and policy development. k. Coordinates and mediates functions between MDC and PCA Transportation Unit as it pertains to meal trucks, driver training, accident reports, etc. l. Coordinates with PCA Human Resources and Fiscal Departments to facilitate MDC staff communication regarding fiscal and personnel matters. m. Participates with departmental staff to: Make recommendations regarding subcontractor allocations, Develop current monitoring plans, Review and develop, as needed, revised service standards and specifications, Review current monitoring tools and revise, as needed, Develop self-monitoring tools as needed to augment the monitoring process. Comply with health and safety regulations. n. Coordinates with Nutrition Manager to facilitate quarterly menu review meetings for home-delivered meal program. Monitors and evaluates statistical and fiscal submissions from home-delivered meal vendors, MDC and PCA's Fiscal and Data departments. o. Assists Nutrition Manager in identifying and fulfilling the nutrition service training needs of PCA staff and subcontractors. p. Assists in preparing for and conducting the PCA competitive bidding process for meal vendor selection (Request for Proposal process). Assists in program design and specification development for new meal programs and services and establishes contacts with new meal vendors. q. Assists in responding to requests for information from consumers, other PCA departments and outside agencies. r. Other duties as assigned. Strong leadership skills including decision-making, analytical thinking, problem solving, conflict resolution and judgment skills. Extremely organized, detailed oriented with ability to multi-task.
