Compliance & Grants Analyst I The Compliance & Grants Analyst I (Analyst) position provides comprehensive financial, analytical, and oversight support for a diverse portfolio of grant and contract funded research project's account activities for the Sponsored Programs Administration (SPA) department within University Enterprises, Inc. (UEI). The Analyst performs budget management, finance, compliance and risk analysis, expenditure approvals, audit oversight, and accounting functions. The position provides support to and serves as a liaison for the Sacramento State Principal Investigators, with external funders, university departments, and UEI offices for all post-award activities. The position reports directly to and receives general supervision from the Post-Award Administration Manager. Full range: $4,581 - $6,871 per month. Anticipated hiring range: $5,254 - $6,000 per month. After a 6-month waiting period, eligible for work from home for up to two days per week with supervisor approval. Fully in-office on the Sacramento State campus for the first 6 months. Participation in CalPERS Retirement Program. Paid Vacation Time starting at 6.66 hours accrued/month. Paid Sick Time 8 hours accrued/month. Paid Holidays 14 paid holidays per year including paid time off the week between Christmas Day and New Year's Day as the CSUS campus is closed. This is a full-time, non-exempt (eligible for overtime pay), benefited position that is covered under the California Public Employees' Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause. Duties and Responsibilities Provides proactive and high-level support, guidance, and advice to Principal Investigators (PI). Acts as the point of contact for the PIs for less complex post-award issues related to their sponsored projects. Instructs and advises PIs on post-award administration issues and guides them through grant and contracts administration processes through the life cycle of their project, from setup to closeout. Independently investigates and recommends resolution for issues experienced by PIs, acting as a liaison between the Pls and UEI department staff (e.g., Payroll, Human Resources, Business Services). Coordinates with college(s) and departmental staff to ensure that the department follows compliance policies for grants and contracts management in maintaining and submitting proper documentation to substantiate direct charges to grants and contracts. Maintains current working knowledge of federal, state, non-profit, and private funding source rules and regulations applicable to assigned sponsored projects. Assures the responsible administration of sponsored programs by being knowledgeable about Sacramento State, UEI, and SPA regulations, guidelines, procedures, and policies. Monitors and manages expenses for sponsored projects and programs. Works with the Analyst II/III when counseling and making recommendations to PIs and project staff regarding the fiscal management of sponsored projects. Uses critical thinking skills when forecasting possible future financial and administrative problems, develops solutions, and makes recommendations to the PIs. Reviews the expenditure and budget adjustment activities associated with successful grants and contracts management to address areas of potential risk and minimize compliance risks for UEI and Sacramento State. Reviews grant and contract financial status, assuring funds are expended appropriately to maximize project performance opportunities over the course of the sponsored projects. Prepares financial reports for granting agencies. In collaboration with the Analyst II/III makes budget adjustments and reviews project-related expenditures. Prepares invoices monthly, quarterly, annually, or as necessary. Works with external granting agencies to develop accurate invoices and follow up on payments. In coordination with the UEI Business Services Division, assists with the cash drawdown from selected agencies. Interprets guidance from sponsors to establish and maintain sponsored program accounts and projects. Reviews and interprets contracts and grant awards; establishes and maintains accounts in financial and grant management systems. Conducts timely project carryovers and closeouts in coordination with PIs, departmental administrative personnel, granting agencies and the Business Services Division ensuring compliance with all Sponsor, University, and UEI requirements. Performs other job-related duties as assigned. Requirements Minimum Qualifications Bachelor's degree in business administration, finance, organizational/business communications studies, public administration, or related area or equivalent combination of education and/or work experience. Financial record-keeping, project, and budget management experience including knowledge of financial record-keeping methods, procedures, and practices; expenditure processes, approvals; and audit oversight. Strong critical thinking and action-oriented problem-solving skills to analyze complex and ambiguous information, identify patterns, question assumptions, and make well-informed decisions. Ability to work independently with only general supervision and in a team environment. Excellent interpersonal communication skills (verbal and written) to effectively, timely, and diplomatically interact with individuals of varying ages, cultural backgrounds, and perspectives. Ability to exercise good judgment, maintain confidentiality, operate with integrity, and foster trust. Thorough knowledge of word processing, spreadsheet, and email software such as the programs in the Microsoft Office Suite. Must be fingerprinted and pass a background check. Must continue to meet the established standards. Preferred Qualifications Knowledge of governmental regulations pertaining to grants and contracts including the Office of Management and Budget's (OMB) Uniform Guidance (UG) and federal agency regulations. Prior work in higher education and/or sponsored programs environment or similarly regulated industries.
