Maximus TCS (Technology and Consulting Services) Internal Job Profile Code: TCS196, T4, Band 7 Job-Specific Essential Duties and Responsibilities: Act as a strategic advisor to client leadership, providing insightful recommendations and responsive support. Collaborate with the program manager and stakeholders to outline the technological roadmap. Serve as the primary contact for Development teams, facilitating cross-team communication and enhancing visibility of ongoing work. Encourage a culture of collaborative problem solving to address challenges during enhancements and maintenance. Bring a mindset of continuous improvement within development teams, promoting intellectual curiosity and adaptability. Advance the maturity of the Scaled Agile Framework (SAFe), ensuring alignment of ART activities with client objectives. Support alignment of the ART (Agile Release Train) with client strategies and business goals. Promote teamwork to streamline workflows, eliminate obstacles, and escalate issues effectively. Encourage participation in Innovation and Planning opportunities to drive continuous improvement. Assist in managing risks, constraints, and dependencies affecting the ART's objectives. Identify and monitor key metrics for data-driven decisions and enhancements. Facilitate ART events, including Program Increment (PI) Planning and ART Syncs. Provide backup support to Scrum Masters and assist with their responsibilities. Maintain consistent communication with the client's Product Manager and Product Owners to ensure team coordination and address shared risk areas. Oversee development team capacity, utilization, and forecasting to optimize delivery schedules and enhance throughput. Develop actionable strategies to improve code quality, automation testing, and security measures. Job-Specific Minimum Requirements: Due to federal requirements, only US Citizens without dual citizenship will be considered. Selected candidates must complete a government-sponsored clearance process for a public trust position before starting. Bachelor's Degree. 7+ years of direct management experience with development teams. Proven ability to guide and support developers across multiple Scrum teams in alignment with Agile practices. Proficient in Microsoft suite of tools. Ability to think quickly and adapt in dynamic environments. Demonstrated capability in task delegation and delivering impactful presentations to senior leadership. Experience in developing, coordinating, and delivering formal contract deliverables with input from SMEs. Experience collaborating with Scrum Masters, Business Analysts, Developers, and Quality Assurance engineers. Experience in a scaled Agile environment. Agile certifications or training. Preferred Skills and Qualifications: Experience in developing solutions using Java, XBRL, HTML, and building APIs with JSON and REST service architectures. Proven strategic leadership in development processes across multiple Scrum teams. Experienced in modernizing legacy applications using microservice architecture for improved scalability and maintenance. Prior experience as a Release Train Engineer (RTE) or similar SAFe leadership role. Familiarity with the Red Hat OpenShift platform. Experience managing IT/Software projects in a financial agency. Consulting or Systems Integration experience with federal departments or agencies on high-visibility systems/applications. SAFe certifications or training. Hands-on experience with AI/ML tools to enhance coding and development efficiency.
