Salary: $68,621.49 - $97,428.86 Annually Location : City of St. Cloud, FL Job Type: FULL-TIME Department: PUBLIC WORKS Opening Date: 01/14/2026 Closing Date: Continuous FLSA: Exempt Description The Public Works Department is seeking a qualified and motivated professional to serve as Solid Waste Superintendent, a key leadership role supporting the City's mission and values of Accountability, Empowerment, Innovation, and Ownership. This management position is responsible for overseeing the planning, administration, and daily operations of the City's solid waste collection and disposal programs. The Solid Waste Superintendent provides strong, accountable leadership to division staff while ensuring compliance with all applicable policies, procedures, and standards related to safety, quality, and environmental stewardship. The ideal candidate leads with ownership of division outcomes, empowers employees to perform at their best, and seeks innovative solutions to improve operational efficiency and service delivery. Key Responsibilities Include: Managing and supervising solid waste collection and disposal operations Ensuring compliance with local, state, and federal regulations and City policies Fostering a culture of safety, accountability, and employee empowerment Developing and implementing operational policies, procedures, and improvements Overseeing budgets, contracts, and performance metrics with a strong sense of ownership This position reports directly to the Public Works Director and collaborates with other departments to support Citywide goals. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Provides excellent customer service to internal and external customers. Oversees all commercial and residential services for the Solid Waste division, including assigned personnel, equipment, and other resources; initiates new accounts responsible for generating revenue; participates in formulation and monitoring of the budget; responds to and resolves customer complaints; conducts staff meetings to discuss program goals, measure performance and needs, and to provide in-service training. Coordinates solid waste collection for commercial and residential customers; reviews and analyzes commercial or residential collection routes, pick-up locations, types of services provided, and other data; designs and regularly balances routes for maximum efficiency; analyzes and establishes new procedures for commercial and bulk service. Coordinates solid waste transfer station operations for commercial and residential customers; ensures compliance with Florida Department of Environmental Protection and other applicable agencies, types of services provided; designs and regularly balances operations for maximum efficiency; analyzes and establishes new procedures for municipal solid waste, hazardous waste, construction debris, and other services. Coordinates clean-up efforts with other departments and event coordinating companies for City sanctioned and non-City sanctioned special events. Manages commercial and residential recycling program; implements programs designed to heighten business or homeowner awareness and promote recycling; assesses performance of the commercial or residential recycling program. Prepares reports and correspondence; assigns, develops, and evaluates personnel; serves as respondent in the grievance procedure; administers discipline when required. Manages and coordinates with Fleet Services Division regarding preventative maintenance and repair of division vehicles and of supporting equipment as needed; monitors use and condition of equipment; prepares replacement plans for maximum efficiency and cost effectiveness. Manages post-closure care activity for a Class I closed facility. Performs related work as required. Minimum Education and Experience RequirementsGraduation from high school or completion of GED; college or university degree or certification in engineering, business administration, public administration, environmental science or related field is preferred. Minimum of four (4) years solid waste industry experience; five (5) years is preferred. Minimum of three (3) years of mid-level management experience; five (5) years is preferred. Possession of a valid State of Florida Class E Driver's License and to have the ability to be insured by the City's insurance carrier at the time of hire; a valid Florida Commercial Driver's License (CDL), Class "B" is preferred. Possession and maintenance of a solid waste transfer operator's certificate from an accredited institution or ability to obtain within 6 months from hire date. Preferred bilingual (English/Spanish) with ability to communicate orally and in writing. Knowledge/Skills/Abilities Considerable knowledge of: solid waste collection, recycling and disposal practices; occupational hazards of solid waste operations and safety practices and methods of promoting safety among solid waste staff; current developments, literature and sources of information relating to the solid waste industry. Working knowledge of: modern management practices and procedures; application of information technology to monitoring and analysis of activities. Ability to: plan, assign, direct, and coordinate the work of skilled and unskilled trades personnel in a manner that promotes full performance; set clear objectives and measures to monitor process, progress and results; develop a team environment; establish and maintain effective working relationships with city employees and the general public; handle persons in a calm and guiding manner and secure essential information from them pertaining to their requests, problems, or complaints; write and speak clearly in a variety of communications settings. Skill in: research and analysis of data for preparation and recommendations of implementing operational needs and requirements.
