Summary: Responsible for the accurate and timely processing of weekly payroll for all employees, while supporting core HR functions such as onboarding, benefits, and employee records. This role requires strong payroll expertise combined with generalist-level HR knowledge. Key Responsibilities: Payroll Processing: Collect, verify, and process timesheets, calculate wages, overtime, bonuses, and deductions for hourly/salaried employees. Certified Payroll: Prepare and submit certified payroll reports (e.g. WH-347) for prevailing wage project, ensuring compliance with DBRA Tax & Compliance: Ensure accurate tax withholdings (federal, state, local) state unemployment; timely filing of payroll tax returns and year-end forms (W-2s, 1099s) Fringe Benefit Tracking: Calculate and track fringe payments (health, pension, training) to ensure they meet the total required prevailing wage rate. Subcontractor Oversight: Review and verify certified payroll submissions from subcontractors to ensure they are compliant before releasing payments. Record Management: Maintain precise employee payroll records, new hire data, pay changes, and benefit deductions. HR Support: Support HR functions including onboarding, new hire orientation, and offboarding processes. Benefits Administration: Manage benefits administration, including enrollments, changes, and vendor liaison. PTO Tracking: Handle PTO tracking, leave requests (FMLA, etc.) Reporting: Generate various payroll reports for management, finance, and auditors, including labor cost reports. Employee Support: Respond to and resolve employee questions regarding pay, deductions, and benefits. Reconciliation: Enter and reconcile payroll entries with the general ledger and resolve discrepancies. System Management: Manage and update payroll software (ADP). Continued Improvement: Collaborate with HR and finance team on process improvements. General Administrative Tasks: Assisting with phone calls and booking travel as back up. Skills & Qualifications: High school diploma required; Associates or Bachelors in Accounting or Finance preferred. Proven experience as a Payroll Specialist or similar role, with specific certified payroll experience. Strong knowledge of payroll processing, labor laws, prevailing wage requirements, and tax regulations. Knowledge of benefits administration Proficiency with HRIS and payroll systems (Paychex) Familiarity with accounting principles and reconciliations. Strong mathematical aptitude, extreme attention to detail, and high level of confidentiality. Strong organizational and time management skills Excellent communication and problem-solving abilities. Preferred Qualifications: 2+ years of experience in payroll processing or HR support Experience with multi-state and/or union payrolls Knowledge of benefits administration and integration with payroll
