Senior Quality Construction Manager I Texas, US The Senior Quality Construction Manager I (Senior QCMI) is a seasoned technical leader and consultant who serves as the owner's and/or contractor's representative to ensure that all work is executed in conformance with quality, schedule, and scope expectations. This role merges traditional construction management and owner's representative responsibilities with strategic QA/QC leadership across mechanical, electrical, plumbing, and controls systems within mission-critical environments. The Senior QCMI converts organizational and client objectives into actionable quality and readiness plans, leading large-scale or multi-site programs and developing tactical solutions to complex issues. The role provides advanced leadership during the L1L3 phasesdesign validation, procurement, and constructionensuring installations meet project and code requirements, are executed to the highest quality standards, and are fully documented for seamless transition into commissioning. Acting as a trusted advisor, the Senior QCM I drives consistent application of DLB's quality management framework, mitigates risk, and mentors project teams to ensure systems meet or exceed performance and reliability standards. The Senior QCMI is self-directed on day-to-day work and receives high level instruction on new projects, tasks or assignments. Will execute and lead teams and projects, tasks or assignments of complex scope. May coordinate activities of other personnel. Essential Functions Strategic Leadership & Execution Translate DLB and client strategic goals into site-level QAQC programs and tactical implementation plans. Lead multi-disciplinary teams through quality planning, inspection, verification, and turnover phases across one or more complex or concurrent projects. Serve as a technical authority for field quality, constructability, and readiness for commissioning. Mentor and develop junior quality managers, construction managers, and engineers to enhance overall program capability and consistency. Drive lessons-learned initiatives and contribute to continuous improvement of DLB's Quality framework. Owner Advocacy & Project Oversight Represent the owner in field execution to ensure adherence to the project's Quality Control Specifications (CSPEC) and programmatic expectations. Lead proactive issue identification, risk analysis, and resolution strategies to prevent downstream schedule or commissioning impacts. Interface directly with client leadership, contractors, and vendors to ensure clarity in quality expectations and deliverables. Oversee QA/QC plan implementation and ensure compliance with contractual and regulatory obligations. Quality Field Leadership (L1L3 Focus) Direct field inspections and verification of installation quality against design intent, specifications, and codes. Evaluate complex system installations for readiness ahead of commissioning (L4L5). Collaborate with construction and commissioning teams to resolve deficiencies before they escalate into operational issues. Validate that pre-functional documentation, inspection records, and punch lists are complete and traceable. Ensure adherence to all HSE/LOTO and site safety policies. Readiness for Commissioning & Turnover Validate completion of all L1L3 quality deliverables prior to turnover to commissioning. Confirm that startup prerequisites, test records, and vendor documentation support commissioning readiness. Facilitate owner and contractor coordination meetings to review punch list closeout and quality sign-off milestones. Documentation, Controls & Technical Reviews Lead document control efforts including design review, submittals, RFIs, and non-conformance logs. Maintain traceable documentation in platforms such as Procore, BIM 360/ACC, and Bluebeam. Oversee QA/QC dashboards and quality trend analyses to provide transparent visibility to project stakeholders. Reporting & Metrics Develop and present executive-level dashboards, key performance indicators (KPIs), and root-cause analyses for quality performance. Track and communicate non-conformance trends across projects to inform strategic decisions. Report site-level performance and lessons-learned to leadership to support enterprise-wide improvement. Continuous Improvement & Knowledge Sharing Lead post-project reviews to identify opportunities for improving DLB's QA/QC and commissioning readiness processes. Champion integration of AI and digital tools for field data capture, risk forecasting, and performance analytics. Represent the Quality discipline in company-wide initiatives and working groups. Technology, Digital Tools & AI-Enabled Efficiency Identify opportunities and lead the strategic use of technology, digital platforms, and AI-enabled tools to enhance efficiency through workflow automation, reduced manual effort, and improved accuracy in forecasting, documentation, reporting, and quality processes. Support adoption of emerging technologies - including advanced analytics, data visualization tools, and digital construction management platforms - to strengthen readiness, quality assurance, and project controls. Collaborate with internal teams to ensure technology solutions align with DLB standards for data security, privacy, and operational integrity. Promote a culture that embraces innovation, continuous improvement, and the strategic use of technology to optimize performance and scalability Completion of Assigned Tasks and Deliverables on Time and on Budget Performs Other Related Duties as Assigned Position Requirements (Advanced Level for All the Following) Strong working knowledge of electrical, mechanical, and controls system principles in mission-critical environments. Knowledge of industry trends, project management and construction procedures, and best practices. Knowledge of materials, methods and tools involved in the construction of mission critical, commercial buildings, or other structures. Knowledge of the importance of the Method of Procedure (MOP) process and work notifications. Demonstrated leadership experience managing multi-disciplinary teams and multiple projects simultaneously. Strong understanding of health, safety, and environmental (HSE) policies and procedures, including NFPA 70E, LOTO, and OSHA standards. Skilled in clear, concise communication with both technical and non-technical audiences. Skilled in stakeholder management and representing the owner with professionalism when interacting with contractors, designers, and clients. Skilled in managing project schedules, enforcing commissioning standards, and coordinating activities across multiple stakeholders. Skilled at using MS Office Suite (Excel, Word, Outlook, PowerPoint, Teams), along with exceptional organizational skills for file management. Skilled at using construction management software such as Procore. Skilled in completing assignments accurately and with attention to detail. Ability to leverage AI and emerging technologies to streamline workflows, optimize operational processes, and contribute to company-wide innovation Ability to analyze and prepare documents, reports, and correspondence. Ability to work under pressure and meet close deadlines. Ability to work independently and collaboratively with onsite and remote team members. Ability to analyze complex information and develop plans to address identified issues. Travel Requirements Must have a valid driver's license and the ability to rent vehicles. 75100% travel across the U.S. until assigned to an extended project (>6 months; typical assignments 9 months4 years). Ability to relocate within 13 months if required (when 100% travel isn't supported).
