Certified Payroll Analyst (Senior) Pay Rate: $32 $45 per hour Location: Hybrid Houston, TX 77002 Job Type: Contract / Temp-to-Hire Schedule: MondayFriday, Standard Business Hours About the Role LHH Recruitment Solutions is seeking a detail-driven, compliance-focused, and payroll-savvy Certified Payroll Analyst (Senior) to support certified payroll and prevailing wage activities for a leading enterprise client undergoing a major HR transformation. This role is ideal for someone who excels in wage determination accuracy, multi-state prevailing wage compliance, complex data validation, and high-volume reporting environments. The Certified Payroll Analyst (Senior) plays a critical role in ensuring compliance with federal, state, and local prevailing wage requirements through accurate data collection, certification, reporting, and audit-ready documentation. Daily Responsibilities Support end-to-end certified payroll and prevailing wage processes. Collect, review, and validate payroll data for compliance across multi-state populations. Prepare and submit certified payroll reports, including WH-347 and state-specific formats. Verify wage determinations, labor classifications, fringe allocations, and reported hours. Partner with Payroll teams to resolve discrepancies prior to payroll close. Ensure alignment with federal, state, and local prevailing wage regulations. Maintain audit-ready documentation for compliance reviews. Respond to internal and external inquiries related to certified payroll and prevailing wage. Track deadlines and ensure timely submission of all required reports. Escalate wage or compliance discrepancies with recommended corrective actions. Support standardization and process improvement initiatives within HR and Payroll Ops. Mentor less-experienced team members; act as a subject-matter expert. Required Skills & Qualifications Education Bachelor's Degree in Computer Science, MIS, Business Administration, HR, or related field OR High School Diploma/GED + 4 years relevant experience. Experience 24 years of certified payroll and/or prevailing wage administration experience. Hands-on experience preparing certified payroll reports (WH-347, state equivalents). Experience with wage determinations, fringe benefit allocation, and labor classification validation. Multi-state prevailing wage experience strongly preferred. Certifications Certified Payroll Professional (CPP) or equivalent preferred. Skills Deep understanding of prevailing wage compliance (Davis-Bacon, SCA, state/local). Strong accuracy and data-validation skills. Proficiency working with payroll/HCM systems (Oracle, ADP, UKG, Workday, etc.). Ability to prioritize deadlines and manage recurring reporting cycles. Excellent communication, analytical, and problem-solving abilities. Ability to work independently in a high-volume, fast-paced environment. Strong documentation, audit, and quality-control skills.
