Business Systems Analyst

Sacramento County is seeking a journey level Business Analyst to work closely with the Community Development Agency to re-engineer their process workflows to create efficiencies and better serve the public. This position will work with various subject matter experts to create requirements and project documentation to support developing these features in the County permitting application, Accela.Job Duties:Elicit, develop, and document project requirements and technical specifications; analyze and organize them for clarity and actionCreate meeting minutes, action items, next stepsCollaborate with developers to clarify requirements throughout the development cycleCreate software test plans and user guidesConduct thorough quality assurance testing to ensure software system reliability and adherence to requirementsTrain users on new and existing software systems to ensure optimal use and adoptionProvide input to the project manager on project documentation, including proposals, schedules, change requests, and closure reportsDesired Skills and Characteristics:Must have excellent oral and written communication skillsMust present well and communicate professionallyExcellent organizational skills with a keen eye for detailAble to establish and meet deadlinesAble to effectively communicate equally well with customers, technical staff, management, and vendorsAble to facilitate meetingsAble to work independently and with minimal supervisionAble to learn new systemsAble to interpret complex data and present it clearly to stakeholders Experience using Accela, or collaborating with an Accela development team or vendor is a plusExperience working in or with a Community Development organization that deals with permits, inspections, and planning is a plus
