Salary : $0.00 Annually Location : Houston, TX Job Type: Regular Full-time Job Number: 16376 Department: Engineering Department Opening Date: 03/03/2026 Closing Date: 3/24/2026 11:59 PM Central Position Description Position Overview: This position is in the Traffic Design group as a member of a team of engineers, engineers-in-training, and project managers. The primary role of the Project Manager is to lead the project delivery in achieving project goals and objectives through managing resources, identifying and mitigating risk, and facilitating project solutions. Job Duties:Develop scopes of work, schedules, and cost estimates for projects. Facilitate and negotiate consultant procurement and manage internal and external resources to develop the project delivery team, scope, schedule, and budget. Coordinate efforts with the project delivery team to prepare the final deliverables in the form of engineer reports and/or constructible plan sets and specifications. Review, QA/QC, sign and seal plans and professional documents with professional expertise on projects as needed to support client requirements. Ensure deliverables meet client's preference, Engineer Department's standards, regulatory compliance, and permitting requirements. Evaluate and perform risk management to achieve project scope, schedule, and budget expectations. Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary. Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event. Ability to adapt when emergency or short turnaround projects arise. Or A Board-approved combination of a bachelor's degree in one of the mathematical, physical, or engineering sciences and a graduate degree in engineering from a university with an EAC/ABET accredited undergraduate program in the same discipline of engineering. Or Bachelor's degree in engineering technology from a TAC/ABET accredited program. Or A bachelor's or graduate degree in mathematical, physical, or engineering science approved by the Texas Board of Professional Engineers. Experience:A minimum of two (2) years of professional experience in project management and transportation engineering design, preferably in traffic signal design. knowledge, Skills & Abilities (KSAs)Experience in civil design software. Strong written and oral communication skills. Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization. Ability to read and comprehend construction documents and engineering studies. A valid Texas driver's license is required and ability to drive a county vehicle to various job sites as necessary. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload. Salary: Commensurate with experience, based on 26 pay periods. Physical Demands and Environmental Exposure: Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
