Our bond ratings are rated Triple-A by three major credit rating agencies and in our continued pursuit of excellence, we are seeking an accomplished and strategic Deputy Director of Finance to join our leadership team. This is a highly visible role that requires candor, confidence, and diplomacy. This position will: Work in conjunction with the Director of Finance to lead and manage the financial operations of the City; develop long and short-term strategic financial plans, goals, and objectives. Assist in overseeing and analyzing the City's fiscal operations, ensuring compliance with federal, state, and city regulations, including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, IRS requirements, and other applicable financial and reporting standards. Prepare comprehensive financial reports for senior management, elected officials, and other stakeholders. Identify, assess, and mitigate financial risks across the organization; develop and implement strategies to reduce exposure while ensuring fiscal stability and alignment with city polices. Develop, review and update financial policies and procedures in consultation with elected or appointed officials, senior management, department heads, and department staff to promote accurate and efficient financial operations. Ensure policies are efficiently communicated throughout the organization, monitor compliance at all levels, and assess processes to identify and address deficiencies. Research financial market trends, financial systems and legal trends, prepare detailed reports to provide recommendations and comments to the department director, City Council, and other city agencies. Assist with administrative functions for the Finance Department including recruitment, training, discipline, and the evaluation of staff. Oversee and maintain documents for information requested through the Freedom of Information Act. Assist with the preparation of the Department's Emergency Management and COOP plans. Prepare various resolutions and ordinances on financial matters for City Council agenda for resolution. Plan, direct, coordinate, and review the work plan for finance staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems. Participate in the preparation and administration of the department's budget; assist in budget implementation; monitor the department's annual budget and provide detailed analysis and forecast to support decision making. Maintain the Chart of Accounts in compliance with the standards issued by the Governmental Accounting Standard Board. Oversee the annual external audit process and direct the preparation and issuance of the City's Annual Comprehensive Financial Report. Ensure compliance with financial regulations, standards, and internal controls. Represent the City in various meetings and functions; Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence. Review the bond documents, which include official statements, presentations to rating agencies, closing papers and certificates, and debt service requirements to provide the necessary financial information for a successful sale. Perform additional job duties requiring comparable or lesser skills, knowledge and physical capabilities as needed. Specific assignments will be determined by the Director of Finance based on current workload demands and departmental priorities. Official City Job Description: Working Conditions: Minimum Requirements: MINIMUMS: A Bachelors degree in finance, business, accounting, or similar program and eight (8) years of experience OR any combination of education and experience equivalent to twelve (12) years utilizing the required knowledge, skills, and abilities, and associated with management and/or leadership in finance and/or administration. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Working knowledge of municipal debt management and accounting Demonstrated experience in State or Local government accounting Certified Public Accountant or Certified Government Finance Officer Experience in public sector financial management and operations. Experience preparing and overseeing the Annual Comprehensive Financial Report (ACFR). Experience with preparation and update of all bond sales official statement Experience coordinating and working effectively with external auditors.
