The licensed clinician operates as part of a mobile, co-response team in coordination with law enforcement. This team provides assessment, crisis intervention, care coordination and clinical determination for level of care to individuals experiencing a behavioral health crisis in the community which meet the level 3 designation of the Marcus Alert system. This dynamic team addresses urgent behavioral health needs including but not limited to significant emotional dysregulation, disordered thought processes, substance use intoxication resulting in behavioral crisis and environmentally de-stabilizing events that require multi-disciplinary crisis intervention. The licensed clinician will be responsible for providing person-centered, trauma-informed care to these individuals with the goal of promoting safety and providing de-escalation strategies to stabilize in place or appropriately assessing and connecting individuals with the most appropriate level of care. An ideal candidate will work well with multiple internal and community stakeholders including police, community partners, peer support and emergency services staff to coordinate care and safety in the community. The candidate will have the ability to remain calm in high stress and unpredictable situations, the ability to communicate effectively with diverse populations, and knowledge of the DSM -V, suicide risk assessment and safety planning, crisis intervention, levels of care, community resources and trauma-informed practices that promote client engagement. The candidate will have sound clinical judgment, ethical decision-making skills and work well in the community setting, including responding to scenes in vehicles with law enforcement. Responds in the community with law enforcement partners to all level 3 Marcus Alert calls and works collaboratively with police officers to ensure safety while prioritizing therapeutic engagement. Conducts assessments to determine medical necessity, client needs, and pertinent factors related to crisis episode. Provides on-scene crisis intervention, assessment and de-escalation strategies where appropriate for improvement of acute symptoms. Conducts safety planning and health literacy counseling to prevent the need for a higher level of care and provides targeted education concerning treatment options. Provides care coordination and transition to the next level of care, including screening and referrals for appropriate behavioral health services and community resources. Makes appropriate referrals to emergency services as needed but attempts to utilize least restrictive alternatives whenever appropriate. This includes warm hand offs to crisis receiving centers, outpatient therapy, detoxification services or other community resources. Conducts follow-up visits for individuals recently identified as being in crisis, promoting follow-up with identified treatment plans and increased stabilization. Completes clinical documentation in electronic health records and assures that all filing of clinical information and submission of billing information are done accurately and within the time frame required. EXPERIENCE REQUIREMENT : In addition to satisfying the vocational/education standards, this class requires a minimum of two years of related, full-time equivalent experience. SPECIAL CERTIFICATIONS AND LICENSES : Requires State of Virginia licensure as a Clinical Social Worker ( LCSW ), Professional Counselor ( LPC ), Clinical Psychologist ( LCP ). A Licensed Marriage and Family Therapist ( LMFT ), Psychiatric Nurse Practitioner, Psychiatric Clinical Nurse Specialist MD/DO, or a Bachelor's Prepared Registered Nurse (RN) with five years of experience may be considered in the Emergency Services Program. May consider as a marginal (under-grade) applicant a Resident in Counseling or Supervisee in Social Work applicant who is currently registered with the Board of Health Professions with the ability to obtain licensure within the probationary period. May require Pre-Screening Certification within 6 weeks of employment (12 weeks for part-time staff) for those in the Emergency Services Program. Requires a valid driver's license and a driving record that is in compliance with the City's Driving Standards. SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
