Colorado Springs, CO, USA | 80,000.00-100,000.00 per year | Full Time1.5 Qualifications:Minimum Education: Completion of an accredited 4-year bachelor's degree with a major in any field.1.5.1 Minimum Education: 24 semester hours in Business in any combination of the following fields:accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing,quantitative methods, or organization and management. A bachelor's degree in any of these meets the requirementof both the degree and 24 semester hours of business.1.5.2 Minimum Experience: 5 years Federal Government Contracting experience with the service requirementsfor this position.1.5.3 10 years construction contracting experience preferred1.5.4 3 years architect-engineer services contracting experience preferred1.6 Services Scope - Under the guidance, direction, and final approval of the Contracting Officer thecontracted personnel may perform the following services:1.6.1 Conducts acquisition planning and market research. Together with project teams and Contracting Officer,determines contract type, and area of solicitation. Considers all possible set-asides in conjunction with localsocioeconomic and small business goals. Prepares other required pre-solicitation documentation. Prepares andposts System for Award Management.1.6.2 Prepares and issues solicitations, Requests for Proposals/Quotes and amendments. Works with project teamsto address questions. Receives, records, and reviews proposals/quotes for responsiveness.1.6.3 Participates in the coordination of technical evaluation panels. Participates in and assists the ContractingOfficer in all source selection activities and best value tradeoff evaluations. Prepares for and participates innegotiations; performs cost and/or price analyses under the direction of the Contracting Officer; documents sourceselection activities; and determines fair and reasonable pricing under the guidance and for final approval of theContracting Officer. Obtains certified and other than certified cost and pricing data as required.1.6.4 Processes contract awards for government Contracting Officer signature. Prepares and distributes awardpackages and announcements.1.6.5 Performs contract administration. Maintains official contract file (all files are electronic). Resolves paymentissues, reviews payroll reports against DOL wage determinations; issues general correspondence and memoranda;and addresses general contract administration questions under the guidance of the Contracting Officer.1.6.7 Under the guidance of the Contracting Officer; processes modifications, obtains and evaluates contractorproposals, participates in and documents negotiations, prepares modifications with supporting documents forsignature by the government Contracting Officer.1.6 8 Prepares closeout documents.
