This position may be eligible for a hybrid telework option, in accordance with the Business, Consumer Services and Housing Agency Telework Policy. This position will be required to report to the Sacramento Headquarters Office as required. The successful candidate must reside in California upon appointment. Under the general direction of the Deputy Secretary, Fiscal Policy and Administration (Deputy Secretary) at the Business, Consumer Services, and Housing Agency (Agency), the Manager II serves as a senior advisor and strategic resource to the Agency and its eleven member departments on administrative and business services operations, including human resources, statewide training, facilities management, contracts and procurement, and FI$Cal-related fiscal coordination. The Manager II leads the coordination and implementation of complex, high-priority organizational initiatives, including activities associated with the Governor's Reorganization Plan and the stand-up of new agencies and entities. In this capacity, the incumbent works in close collaboration with control agencies and partner departments including the Department of General Services (DGS), Department of Consumer Affairs (DCA), and Department of Housing and Community Development (HCD) to establish administrative infrastructure, operational frameworks, and business services processes necessary to support ongoing operations. In close coordination with the Assistant Deputy Secretary of Fiscal Policy, the Manager II supports cross-functional alignment between fiscal and administrative operations and participates in cross-training efforts to ensure continuity of critical business services and organizational readiness during the transition period. Following the July 1 implementation of the reorganization, the incumbent works collaboratively with the counterpart leadership position within the California Housing and Homelessness Agency (CHHA) to maintain continuity of business operations, support shared resources, and promote consistent administrative practices across successor entities. The position provides agency-wide oversight of Equal Employment Opportunity (EEO) and Labor Relations functions and serves as the designated EEO Officer for the Agency and the Alcoholic Beverage Control Appeals Board (ABCAB). The Manager II plans, directs, and manages complex Agency-wide special projects; provides leadership, policy direction, and daily oversight to the Administrative Operations Unit (AOU) and Executive Support Unit (ESU); and develops policies, procedures, and internal controls that advance operational effectiveness, compliance with statewide requirements, and alignment with Agency strategic priorities. This position is designated under the Conflict of Interest Code . The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. This position is not eligible for visa sponsorship.
