We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries. The selected candidate will perform entry-level routine (journey-level) compliance analysis work in the Dealer Compliance Services section of the Enforcement Division at the Texas Department of Motor Vehicles (TxDMV). They will contact dealers to perform compliance reviews to ensure conformity with Department laws, rules, and regulations. Work involves examining, evaluating, and monitoring trends using a risk-based approach in vehicle title and registration operations to mitigate fraud. Conducts routine compliance reviews at motor vehicle dealer locations and other assigned locations to ensure compliance with laws, regulations, agency policies, and procedures associated with license plate and premise requirements. Provides guidance to others by delivering recommendations to enhance Department policies and through training programs to strengthen fraud awareness. The selected candidate will report to the Dealer Compliance Manager and Lead Compliance Specialist. The candidate will operate independently and work under moderate supervision, with limited latitude for the use of initiative and independent judgment. The job will entail 75% travel to assigned work locations, primarily during working hours, with some overnight travel. May require extended hours during inventory periods or to meet critical deadlines. ESSENTIAL DUTIES Performs compliance reviews of motor vehicle dealers to ensure compliance with Texas laws, rules, and regulations through a combination of desk and on-site methods. Tallies inventory and evaluate the security of motor vehicle license plates at motor vehicle dealer and county tax assessor-collector locations. Examines motor vehicle dealer premises for adherence to established rules and regulations. Performs statistical data sampling through Department reports to identify compliance issues and potential fraud schemes. Identifies training opportunities and refers issues to appropriate management. Compiles, reviews, and analyzes transaction data to verify documentation aligns with established Department policies. Prepares and presents written and/or oral reports on compliance issues for management and other staff. Develops and maintains contact/visit logs and productivity reports of compliance activities. Documents compliance review results through an electronic case management system. Conducts and coordinates training with both internal and external stakeholders. Provides training through in-person and distance learning environments. May act as Division liaison with internal and external stakeholders to provide guidance and support during active investigations. Travels approximately 75% of the time. May involve overnight and occasional weekend travel. Travels primarily by car and occasionally by plane. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other job-related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of procedures and techniques involved with inventory control and management and being able to perform physical counts and cycle counts. Knowledge of rules and regulations associated with motor vehicle dealer premise requirements. Skilled in oral and written communication, instructing others, and using a computer and applicable software. Intermediate proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications, is required. Ability to organize, synthesize, and analyze complex inventory and title transaction data for trends. Ability to train and guide others. Qualifications: MINIMUM REQUIREMENTS EDUCATION • Graduation from high school or equivalent. • Higher-education degrees may substitute for experience on a year-for-year basis, up to a maximum of two (2) years, with major coursework in business, public administration, finance, accounting, statistical analysis, research methodology, criminal justice, criminology, or liberal arts. EXPERIENCE • Four (4) years of experience in inventory, auditing, compliance analysis, monitoring, investigative work, legal analysis, data analysis, risk assessment or mitigation. • Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent. PREFERRED EXPERIENCE • Experience in conducting investigations, auditing, compliance reviews or inventory inspections. • Experience interpreting motor vehicle title, registration, and/or financial reports. • Experience with data analysis and statistical sampling. • Experience communicating and providing support to internal and external stakeholders including elected officials, law enforcement, and other government agencies. • Experience with fraud detection and risk mitigation. • Proficient in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications. ADDITIONAL INFORMATIONTelecommuting employees must meet these criteria for the telecommuting work location: Adequate desk space in a dedicated, contained area that is secured and always protected. Located in a quiet and private environment free of background people and noise during business hours. The selected applicants are expected to spend most of their time on-site at dealer locations and to telework. The selected applicant must reside within one (1) hour of Camp Hubbard to pick up and use an assigned State vehicle. Commuting time to and from the TxDMV for vehicle use will not be compensated. Work may require shifting hours from week to week to accommodate regulated entity schedules. Work may occasionally require weekend availability. PHYSICAL/WORKING CONDITIONS • Required to perform routine manual labor including collect, deliver, or move computer equipment, mail, files, license plates, or other items, supplies and materials up to 50 pounds and standing or sitting for prolonged periods of time. • Required to operate State vehicles (automobiles, vans, trucks, box trucks, etc.) and traveling up to 75%, generally in Austin and surrounding areas during routine working hours with occasional overnight and weekend travel. • Work is performed both inside and outside. When outside, employees may be required to work and be exposed to seasonal inclement weather. • A non-smoking environment is required in State buildings and vehicles. • To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily and comply with the Physical/Working Conditions with or without accommodation.
