The Manager of Energy Services shall be a member of the executive management team at Burlington Electric Department (BED) and provide leadership, direction, and oversight BED's Energy Efficiency Utility (EEU), including budgeting, energy efficiency charge (EEC) rates, electric efficiency and Thermal Energy & Process Fuel (TEPF) programs, regulatory reporting, and engagement with the Department of Public Service (DPS) and Public Utility Commission (PUC). This position manages the design, delivery, and implementation of BED's energy services offerings-including energy efficiency, weatherization, and support for demand response and fossil fuel reduction programs-to BED's customers. This position coordinates internally as necessary on program and services design and implementation and coordinates externally with city government, appropriate state regulatory agencies, other utilities, and other key stakeholders. Work with General Manager and other senior managers in creating an open, respectful culture where every employee feels comfortable sharing ideas and opinions. Help break Department silos, flatten hierarchies, and encourage dialogue between employees within and across teams. Help create a culture where employees have personal ownership for BED's success and are encouraged to take responsibility, make decisions, fail without fear, and learn from mistakes. Energy Services and EEU Responsible for ensuring that BED fulfills all responsibilities set-forth in the PUC Order of Appointment that permits BED to serve as an EEU. Manage all activities of BED's Energy Services division focused on program design, delivery, and implementation; effective regulatory engagement; innovation; and communications with customers and with other key internal and external stakeholders. Manage and supervise Energy Services staff, including coaching, motivating, training, and evaluating employees; providing guidance and technical expertise; and leading and managing change. Responsible for Energy Services budget development and control, including EEU and TEPF budget development and expenditure tracking to meet Qualified Performance Indicators (QPIs) and Minimum Performance Requirements (MPRs). Responsible for the accuracy and efficiency of BED EEU and Tier 3 incentive rebate payment processes, program and customer data, and the tracking and reporting of associated energy savings. Ensure consistency of funding splits with applicable regulatory approvals. Serve as member of cross-division Regulatory Working Group at BED. Work closely with Vermont's other EEUs, DPS, PUC, and BED internal regulatory personnel to design, evaluate, modify, and gain approval for BED's EEU programs. In coordination with internal regulatory personnel, work closely with the DPS and PUC on the implementation of statewide utility programs and policy issues. In coordination with internal regulatory personnel, provide EEU-related reports and filings (including compliance reports) for the PUC and provide expert witness testimony when appropriate. Present information or testimony to various audiences on BED EEU or Energy Services matters as appropriate. Oversee the incorporation of new electrification technologies into existing and new energy efficiency and customer service programs. Direct the testing of new energy services and efficiency programs and technologies. Responsible for updating the Energy Efficiency Guidelines for the City of Burlington in coordination with the DPS and other stakeholders on the VT Energy Code Guidelines (CBES & RBES) and work closely with the Department of Permitting and Inspections on their successful implementation. Support implementation by Department of Permitting and Inspections of city policies related to weatherization and fossil fuel reduction in buildings. Guide the development of systems and reports to track program implementation/performance. Support business process improvement and represent Energy Services in cross-division work groups related to IT systems, electric vehicle charging infrastructure, rebate processing, and other activities as necessary. Four-year degree with preference for electrical or mechanical engineering or related technical degree, is required. Familiarity with regulatory compliance; energy analysis, building energy technologies and science, on-site survey work, and cost/benefit analysis; customer program financing; and customer program implementation techniques is required. Experience managing budgets is required. Must possess demonstrated leadership and communication skills and an established record of motivating and empowering employees, holding employees accountable, and coordinating self-managed teams. Ability to interact with internal and external City officials and local, State, and regulatory entities in a professional and courteous manner is required. Demonstrated ability to organize and prioritize workload, manage multiple projects, and meet established deadlines required. Familiarity with general utility operations and business practices and Vermont or EEU regulatory compliance is preferred. Experience managing in a union workplace is preferred. Some travel is required. Ability to attend evening meetings and occasional travel is required. Regular attendance is necessary and is essential to meeting the expectations of the job functions.
