Salary: $92,432.06 - $147,891.47 Annually Location : Broken Arrow, OK Job Type: Full-Time Salary Location (Dep/Div): Police Munis Job Class: SPECIALIST Opening Date: 03/06/2026 Closing Date: Continuous FLSA: Exempt Bargaining Unit: GEN Job Description Location: 3003 Emergency Management Pay Grade: A21 FLSA Status: Exempt Under limited supervision, this position directs the City's emergency management operations, coordinating with external agencies and volunteer groups. Responsible for the preparation, response, recovery, and mitigation of disasters and emergencies, following FEMA guidelines, as well as building a more resilient community. Works with city departments and the community to train, guide, and coordinate efforts to prevent, protect, mitigate, respond to, and recover from potential hazards. This role requires effective communication, strategic planning, and collaboration to minimize risks. This position performs duties deemed to be "safety sensitive" and is therefore subjected to random drug testing under the City's policies Essential Job FunctionsServes as the City's principal advisor on emergency management, continuity of operations, and disaster risk. Provides executive-level guidance to City leadership and elected officials regarding emergency preparedness, response, recovery, and mitigation strategies. Develops, maintains, and coordinates the City's Emergency Operations Plan (EOP), Multi-Hazard Mitigation Plan, and Continuity of Operations/Continuity of Government (COOP/COG) plans. Conducts hazard identification, risk, vulnerability, and capability assessments to identify preparedness, resiliency opportunities and mitigation strategies. Maintains readiness of the Emergency Operations Center (EOC) and provides cross-departmental coordination and functional leadership during emergency activations and recovery operations. Coordinates mutual aid, resource management, and interagency response efforts with local, regional, state, federal, nonprofit, and private-sector partners. Monitors emerging threats and hazard conditions and supports activation of warning systems, including storm sirens, as necessary. Leads hazard mitigation strategy development and implementation to reduce long-term community risk and develops a priority regarding these strategies. Coordinates damage assessments and recovery operations following emergencies and disasters, ensuring alignment with long-term community resilience goals. Plans, coordinates, and evaluates emergency management training programs, exercises, and after-action improvement initiatives. Promotes a whole-community approach to emergency preparedness through public education, outreach, and stakeholder engagement. Develops and administers the emergency management budget and pursues and manages applicable grants and FEMA reimbursement. Ensures compliance with applicable federal, state, and accreditation standards related to emergency management operations. Oversees the administration and management of the City's civil defense siren system. Represents the City on emergency management committees and maintains required certifications and continuing education. Performs other duties as assigned. Minimum Education and Experience Education and Experience Requirements Requires a Bachelor (related field) and 3 years previous relevant work experience. An equivalent combination of education, training and experience may be considered. Certifications and Special Requirements Completion of required National Incident Management System (NIMS), Incident Command System (ICS), or Emergency Management Institute (EMI) courses as well as other requirements as set forth by FEMA related to emergency management operations. Basic FEMA ICS courses 100, 200, 700, 800, 300, 400. Adv. State or national emergency management certification preferred. Licensing Valid Class D Driver's License issued by the State of Oklahoma. Physical Requirements Work environment varies depending on departmental needs, including office, field, or specialized settings. May be required to work in high or dangerous places. May occasionally be exposed to uncomfortable temperatures, humidity, noise, chemicals/gases, contagious diseases, airborne particles/pathogens, and/or physical trauma. May be exposed to fumes or airborne particles. May be exposed to biohazards or bloodborne pathogens. Work may potentially involve risk of exposure to electric shock. Must be able to respond to emergency scenes and EOC activations; work may involve extended periods of standing, walking, and operating in emergency environments. Work requires the ability to sit, stand, walk for extended periods of time. Work requires the ability to complete repetitive wrist, hand, and/or fine motor movement. Work requires the ability to grasp, pull, push, and reach. Work requires the ability to climb and balance. Work requires the ability to talk, hear, listen, and comprehend. Work requires the ability to drive and/or operate mechanical equipment. Must be able to lift up to 60 pounds. Work requires visual acuity of 20 feet or more, visual acuity of 20 inches or less, three-dimensional vision, precise hand/eye coordination, the ability to identify and distinguish colors. Work requires the ability to stoop, kneel, crouch, and/or crawl. Other Necessary Requirements Expert knowledge of FEMA guidelines and emergency management principles. Expert knowledge in federal, state and local laws and regulations related to disaster responses and restoration. Ability to coordinate disaster response, recovery, and mitigation activities. Skill in collaborating with external agencies and volunteer organizations. Capability to plan and conduct emergency drills and community training. Proficient in strategic planning, risk assessment, and crisis management. Strong communication skills for working with community and government officials. Experience in developing and implementing emergency preparedness plans. Ability to guide departments and the community in hazard prevention and response. Knowledge of public safety regulations and interagency coordination. Competency in managing emergency management operations with efficiency. Ability to develop and maintain strong relationships with community partners, specifically at the local, state, and federal levels. Benefit coverage begins on the first of the month following 30 days of employmentRetirement The City offers a 401(a) defined contribution retirement plan through the Oklahoma Municipal Retirement Fund (OMRF). The City contributes 10% of the employees' earnings into the plan. Employees become 20% vested after three years and vesting increases 20% for each additional year of service until 100% vesting is achieved at seven years. Employees may elect to contribute an additional amount. The City also offers access to a 457 retirement plan, both traditional and Roth, through Mission Square retirement. Paid Leave Vacation: One week of vacation is available after six months of employment. Thereafter, vacation is accrued monthly according to year of service. Procedure: Vacation leave cannot exceed the actual accrued number of hours earned by the employee. Holidays and other non-scheduled workdays shall not be computed in vacation leave expenditure. Each department establishes its own vacation scheduling procedures. Vacation cannot be used as the last day of employment. Holidays: Twelve paid holidays, plus one floating holiday each year. Sick: Eight hours per month up to maximum of 1,040 hours (130 working days).
