Salary: Depends on Qualifications Location : Baton Rouge, LA Job Type: Classified Job Number: DCE-OSTR-2026-218328-IGA Department: DCE-Department of Conservation and Energy Division: Office of State Resources Opening Date: 03/04/2026 Closing Date: 3/14/2026 11:59 PM Central About this Job Office of State Resources - Land Administration The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana's publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management - beginning with the initial bid and contract evaluation, negotiation and title verification. The incumbent of this position provides information and guidance to individuals and business entities seeking direction related to land rights and permits required for energy-related proposed projects, such as pipelines and oil and gas production facilities on State-owned property. The incumbent identifies and analyzes the need for land rights and related permits pursuant to State law, develops and prepares land rights contracts and construction permits for execution as grantor, collects and tracks payments and fees, and maintains records associated with these activities. This Public Lands Analyst 1, 2, or 3 position is located in the Surface Unit of the Land Administration Division within the Office of State Resources in Baton Rouge, LA. The incumbent reports to the Public Lands Supervisor. The incumbent may engage on a daily basis with many of the following groups: private landowners, title attorneys, professional land men, right of way agents, land managers, land abstractors, land surveyors, real estate appraisers, construction design engineers, corporate representatives, the Office of State Lands, GIS staff, attorneys with the Legal Division and the Louisiana Attorney General's Office, and other Federal, State, and local government personnel. Minimum Qualifications Three years of experience in a lands administration field; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Duties and responsibilities include, but are not limited to the following: Performs the permitting and leasing of commercial structures on State-owned land and water bottoms, the issuance of rights of way across State-owned land and water bottoms, the management and tracking of assignments and leases and rights of way and renewals of these agreements pursuant to their terms, the permitting of reclamations from and fill of state-owned water bottoms, and the preparation for execution as grantor of construction permits for rights of way, surface and subsurface leases, boundary agreements, land sales, and other land rights contracts. Analyzes proposed or previously constructed projects or encroachments on State-owned lands and water bottoms to identify land rights and regulatory permits required. Negotiates, develops, and prepares complex land rights and contracts and ensures correctness of form of documents, correctness of property descriptions, and completeness of application requirements as required by law and policy. Determines whether or not a permit, lease, or right of way is required for the construction activities, and if required, determining the proper type of land rights contract and/or construction permit required. Assists the applicant with the preparation, execution, and submission of same. Maintains recordkeeping of land rights information to log newly issues permits, rights of way, leases, land sales, boundary agreements, and other agreements. Gathers information on State-owned land and water bottom encroachments, including information extracted from abstracts of title and limited title chains, adjacent property ownership information, property descriptions, average leased, etc. POSITION-SPECIFIC DETAILS:Appointment Type: Probational Career Progression: This position does participate in a Career Progression Group Public Lands Analyst 1, 2, or 3.
