DoW Budget And Funds Reconciliation Consultant BizFirst is seeking a DoW Budget and Funds Reconciliation Consultant to support a Department of War (DoW) customer with enterprise-level budget execution, funds control, and financial reporting efforts. This role focuses on applying deep knowledge of the DoW budget cycle, fiscal law, and appropriations management to ensure accurate budget tracking, reconciliation, and audit-ready execution across the department. The ideal candidate will have extensive experience navigating DoW budget formulation and execution processes, reconciling appropriated funds across the budget lifecycle, and ensuring compliance with financial management regulations and reporting requirements. Key responsibilities include serving as a subject matter expert on the DoW budget cycle, tracking appropriations through various stages, performing complex budget and funds reconciliation, applying fiscal law and DoW Financial Management Regulation guidance, identifying and resolving funding discrepancies, supporting budget execution reporting and analysis, advising leadership on funding status and execution risks, reconciling budgetary balances between systems, and supporting documentation and reporting requirements aligned with internal controls and oversight standards. Required qualifications include expert knowledge of the Department of War's budget cycle, thorough understanding of the PPBE process and OMB apportionment procedures, strong familiarity with allocation, allotment, commitment, obligation, and outlay stages within DoW, proficiency in applying fiscal law and DoW Financial Management Regulation, deep understanding of purpose, time, and amount limitations across appropriations, demonstrated ability to perform complex budget reconciliation and resolve execution discrepancies, experience navigating DoW accounting and budget execution systems, and ability to ensure financial activities are compliant, controlled, and audit-ready. A bachelor's degree in Accounting, Finance, or a related field is also required. Preferred qualifications include experience supporting the Office of the Secretary of Defense (OSD) or other major DoW components, CPA, CGFM, or CDFM certification preferred, familiarity with enterprise resource planning (ERP) or financial systems such as DAI, DEAMS, GFEBS, DCAS, or similar, and a master's degree in a related field.
