The VCCS Shared Services Center is an innovation strategy to advance the priority of student success, reduce the administrative burden on individual colleges, consolidate transaction-based functions, create economies of scale and improve backroom process efficiency. This work allows the VCCS to better focus resources on the students – helping them start their educational journeys, persist, and succeed. As (SSO) Lead this position performs supervisory activities including monitoring, reviewing and evaluating the performance of staff of approximately two Senior Contract Officers and one Contract Officer. The position also: Solicits and issues contracts for goods and services as needed by the VCCS system-wide customers utilizing a variety of advanced complex procurement methods. Establish contracts for maximum optimal strategic value in quality, pricing and flexibility. Further, these contracts enable supplier innovation and creatively to deliver beyond the stated value. Manages a portfolio of term contracts for use by the SSC customers (potentially including other public bodies). Utilizes advanced market research and analytical data techniques to make appropriate complex system- wide sourcing decisions. Ensure that all purchases are performed accurately and timely and in accordance with applicable VCCS and state policies and applicable laws. Employs best, optimal business practices to continuously improve performance, compliance, efficiency and effectiveness. Knowledge of: Governmental procurement principles and ability to follow procurement policy and standard operating procedures Commonwealth of Virginia (VPPA, APSPM, etc.) Skills: Illustrate professional qualities to achieve effective objectives by working with all organizational levels and with all people to advance strategic procurement techniques, streamline processes and improve operations Proficient written and oral communication skills Skilled and proficient in using an electronic procurement system, MS Office products and Adobe Acrobat Pro Ability to: Make sourcing decisions for complex procurements, including the ability to analyze market data, exercise sound judgment, take initiative, handle multiple competing priorities, solve problems and attend to detail while maintaining a big-picture perspective Develop and comprehend highly complex solicitation and contract documents, including the ability to interpret procurement-related law and policies, apply that knowledge, and as needed participate in the development of related policies and procedures Think creatively, exercise initiative, achieve innovative contracts, and work with all vested stakeholders in order to implement effective and creative strategic enterprise agreements Build working relationships to solve problems and achieve common goals Provide exceptional and professional customer service to diverse internal and external customers and suppliers Work effectively with a wide range of constituencies Collaborate effectively in a team environment with matrix reporting relationships Maintain confidentiality and follow the proper Freedom of Information Act (FOIA) protocol Travel within Virginia and within the United States as needed Minimum Qualifications: Multiple years of complex procurement experience such as request for proposals, invitation for bids, contract management, and contract negotiations. Experience in leading, supervising, and positively motivating a team.
