Responsibilities V2X is seeking a skilled and motivated mid-level Subcontracts Manager (Closeout). The successful candidate will oversee a small team dedicated to ensuring efficient and compliant subcontract close-outs, working with both domestic and international contracts. This individual will collaborate with cross-functional teamsincluding program management, legal, finance, business unit stakeholders, and contractsto ensure all closeouts are conducted in strict accordance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), United States Code (USC), and other applicable regulatory standards, as well as V2X corporate procurement policies and procedures. The ideal candidate brings strong leadership and management skills, a proven ability to communicate effectively at all organizational levels and demonstrated experience in complex problem-solving and ethical decision-making. The role requires familiarity with the closeout of various contract types, including Cost Plus Award Fee (CPAF), Firm Fixed Price (FP), Fixed Price Award Fee (FPAF), and Time and Materials (T&M) agreements. Responsibilities include managing day-to-day subcontract closeout activities, tracking and reporting progress to senior management, proactively identifying and resolving issues, and supporting continuous improvement of closeout procedures. The candidate must be comfortable interpreting complex regulations, adept at risk mitigation, and able to ensure organizational compliance while protecting the company's legal and financial interests during all customer and supplier interactions. Key Responsibilities: Manage and administers the closeout of subcontract agreements for both DoD and non-DoD programs, ensuring all closeouts comply with relevant contractual, regulatory, and corporate requirements. Reviews and interprets Subcontracts, Amendments, Teaming Agreements, Consultant Agreements, Nondisclosure Agreements, and other related legal documents, providing clarification and guidance during the closeout process. Coordinates the finalization of consultant, teaming, and nondisclosure agreements as required components of the closeout process. Works collaboratively with program managers, contracts, legal, and finance teams to ensure all terms, conditions, and deliverables are completed or dispositioned prior to closeout. Reviews subcontract documentationincluding contract specifications, requirements, and termsto ensure all obligations have been satisfied before final closeout. Supports and monitors the reconciliation of financials, completion of final invoices, de-obligation of excess funds, return of government property, and fulfillment of reporting requirements. Prepares closeout packages and ensures accurate and timely submission to stakeholders and government/commercial customers as required. Maintains detailed records throughout the lifecycle of the subcontract and during closeout to support audit and compliance activities. Provides guidance to project staff regarding closeout policies, procedures, and regulatory requirements. Develops and implements process improvements and best practices to streamline subcontract closeout activities and improve efficiency. Monitors and reports the status of subcontract closeouts, escalating issues as appropriate to ensure timely completion. Ensures the highest ethical, personal, and professional standards are followed during the closeout process. Other projects and initiatives as assigned. Qualifications Minimum Qualifications: Education: Associate's degree with a minimum of six (6) years of directly related government, industrial, or aerospace purchasing or subcontracting experience; Or, Bachelor's degree in a related field with a minimum of five (5) years of directly related government, industrial, or aerospace purchasing or subcontracting experience; Or Master's degree in Business Administration (MBA) or a related field with a minimum of three (3) years of directly related government, industrial, or aerospace purchasing or subcontracting experience. Experience: Required Experience: Extensive hands-on experience managing the closeout process for subcontracts and supplier agreements, including review and negotiation of final terms, settlement of open items, and reconciliation of all contractual obligations. Proven ability to ensure best value determinations during closeout, balancing cost, quality, reliability, and compliance requirements. Demonstrated experience coordinating final bid evaluations and documenting supplier performance as part of the contract closeout process within a federal contracting environment. Substantial purchasing and/or subcontract closeout experience, preferably involving managing cumulative contract values exceeding $15 million annually; prior program management experience or relevant education may be considered as a substitute. Strong knowledge of procurement compliance requirements and a working knowledge of supply chain and closeout processes. Demonstrated expertise in price/cost analysis in support of final contract reconciliation. Expertise with FAR requirements and U.S. Government subcontracting Preferred Experience: Previous experience establishing and maintaining effective relationships with suppliers and subcontractors, particularly those supporting U.S. Navy, Air Force, or other government customers, in alignment with company needs and closeout requirements. Experience in forecasting, planning, and coordinating the closeout phase for U.S. Navy, Air Force, or other government program contracts. Knowledge of the Truthful Cost or Pricing Data Act (formerly Truth in Negotiations Act) as it relates to subcontract closeout requirements. Demonstrated ability to meet or exceed closeout performance metrics, financial reconciliation targets, and compliance standards. Familiarity with risk management and advanced problem-solving methodologies relevant to contract closeout activities. Skills: Ability to maintain confidentiality of sensitive information and Company Proprietary data. Excellent communications skills with the ability to exchange information and interface effectively with suppliers are required. Ability to review and edit Subcontractor Agreements Other Requirements: Must be a United States citizen Must be able to pass a background investigation to obtain a public trust position (if required for the position). Must be able to obtain and maintain a DoD security clearance (if required for the position). Must be able to work flexibly, such as weekends or other shifts, when required. Software: Proficiency with IFS and SAP software to run reports and close purchase orders Proficiency with Microsoft Office applications, being able to present financial information clearly and succinctly. The following salary range is intended to display the value of the company's base pay compensation and may be modified at the discretion of the company. USD $120,000 - 170,000 Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
