FDOT-OWPB Job 1250: Applications Development Analyst (C. Advanced) Statement of Work (SOW) 1 Request for Quote Florida Department of Transportation State Term Contract No. 80101507-23-STC-ITS 2 Overview 2.1 The Florida Department of Transportation (Department/FDOT), Office of Work Program and Budget (OWPB), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate. Term: The contract term for this Staff Augmentation position is intended to be 03/02/26 - 6/30/26, with possible extension or renewal, based on excellence in work provided, need and budget availability. NOTE: 'Term " does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term. Candidate Submission: The Office of Work Program and Budget is accepting one (1) per vendor for this position. Funding: This position is funded by the PALM Project and funds are granted following Legislative approval. Rate Increase: Please do not impose a rate increase for the second year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation: Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested. Face to Face Interviews: In the event an interview is requested, interviews may be in person, or scheduled via Microsoft Teams, at the discretion of the hiring manager. Telecommuting: Telecommuting is currently only allowed at most, 3-days a week, with a minimum of 2-days a week in the office required. Telecommuting requirements are subject to change, as FDOT requirements change, or at the discretion of the hiring manager. This position will report to: Burns Building, 605 Suwannee Street Tallahassee, FL 32399 Conflict of Interest Statement: The Department reserves the discretion to utilize staff augmentation resources to perform a wide variety of support activities/tasks, which may expose the consultant to draft procurement documentation, project development, or other information considered collectively as Procurement Information associated with other Department IT projects under development and prior to solicitation. To avoid and neutralize potential conflicts of interest, any consultant firm awarded this Staff Augmentation IT contract/Purchase Order shall be ineligible for selection and award of any and all Project Based IT contracts developed by the Department during the term of this contract/Purchase Order. Contact the MFMP Customer Service Desk at 866-352-3776 if you have any regarding application functionality. 4 Scope of Services Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 2027. The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to: doption of the Florida PALM Standardized Business Process Model. Transition to the Florida PALM Chart of Accounts values. Replacement of Central, Payroll and Departmental FLAIR functionality. Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system. Implementation of Information Warehouse data to support agency specific reporting requirements. The candidate will plan, organize, conduct, and coordinate systems analysis and application development activities through direct and indirect collaboration with staff. This role will guide the Office of Work Program and Budget (OWPB) in its transition to the Florida PALM system and provide hands-on support for new development activities. The transition will involve reviewing current business processes, implementing remediation strategies, and performing reengineering, design, and integration with the Financial Management (FM) systems to ensure compatibility with existing technology assets. The developer will ensure alignment between FM financial systems, Florida PALM, and the state's cloud-first policy as defined in statute where applicable. Responsibilities include engineering, remediation, and modernization efforts to support the transition to Florida PALM, with a focus on reviewing and updating existing FM technologies and OWPB financial systems for compatibility with PALM interface offerings. The candidate will develop and coordinate the definition, prioritization, coding, and testing of system changes and enhancements, ensuring proper quality assurance and thorough testing before user acceptance. The role requires proficiency across a variety of platforms, from legacy systems to modern technologies, to deliver automated solutions. The developer will act as an internal consultant and mentor to team members, collaborating with OWPB, the Office of Information Technology (Client), and the Office of Comptroller (OOC) to support enterprise technical needs and assist in planning and implementing technology products. 5 Education Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree. 6 Experience Candidate MUST have minimum of 15+ years as a lead full-stack developer, with broad experience working with development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS. Must have advanced to expert level knowledge in designing and developing scalable applications and integrating systems. Candidates with resumes reflecting experience with Azure cloud will be given preference. 7 Primary Job Duties/ Tasks The submitted candidate must be able to perform the following duties and/or tasks: Perform in-depth analysis of the existing inventory of assets to determine remediation or modernization approach. Produce end-state solution mockups based on analysis of development approach for applications and reports. Provide oversight to development, unit tests, and quality assurance on all code modifications. Develop state-of-the-art applications to support OWPB and other direct stakeholders. Triage and address maintenance and enhancement requests for applications owned by OWPB. Provide hands-on support to peers, coach, guide, and mentor others for development related tasks. Drive continuous modernization through iterative development, UI/UX improvements, and code optimization; collaborate with other developers to ensure consistency in coding standards and documentation. Drive and deliver high-quality software solutions by collaborating with distributed cross-functional teams to ensure all development objectives are clearly communicated, supported, and executed to the highest standards. Lead core .NET-based platform development initiatives in alignment with the Department's vision, strategy, and deployment goals. Develop and apply knowledge of trends, relevant software development technologies and methodologies. Work with data models to implement and maintain solutions that support reporting and analytics needs. 8 Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas: dvanced knowledge of Object-Oriented Programming and its application in building scalable, maintainable full-stack solutions. Proficiency in front-end development using modern JavaScript frameworks (React, Angular, or similar), HTML5, CSS3, and responsive design principles to deliver intuitive and accessible user interfaces. Strong experience with back-end development in Microsoft .NET (C#, ASP.NET Core), RESTful APIs, and integration with relational databases such as Azure SQL Server. Skill in creating seamless user experiences, including implementing UI/UX best practices, accessibility standards (WCAG), and optimizing performance for web applications. bility to develop and deploy cloud-based applications in Azure, leveraging services for scalability and reliability. Experience with relational database design and development, including writing efficient queries and working with ORM frameworks like Entity Framework. Skill in translating business requirements and wireframes into functional, user-friendly applications, ensuring usability and responsiveness across devices. Familiarity with data exchange formats (JSON, XML) and integration with APIs for dynamic, interactive interfaces. Knowledge of agile development methodologies, including iterative design and rapid prototyping for UI enhancements. bility to create and execute test plans, including functional and UI testing, and ensure quality assurance throughout the development lifecycle. Knowledge of the Florida Department of Transportation Financial Management (FM) system, including Work Program Administration, Project Costing, Federal Aid and Federal Billing subsystem details and interfacing methods.
