SUMMARY The Construction Manager will be directly responsible for the evaluation, scheduling, administration, timely implementation, and ongoing communication relating to certain capital improvement projects identified by the Company (each, an "Identified Projects"). The Identified Projects will include both traditional construction projects (ex: asphalt, roofing, exterior siding/painting) and "value add/enhancement" projects (ex: clubhouse renovations, interior apartment upgrades) relating to both currently managed assets as well as new acquisition assets. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Assess current conditions Perform necessary interviews, inspections, and other evaluations to develop scope of work to present to submit to Owner Representative Once scope of work is approved by Owner Representative, solicit bids from multiple contractors based on approved scope of work Respond to inquiries from prospective contractors Evaluate bids as they are received, along with contractor qualifications, applicable insurance coverages, etc Present bid summary, associated back-up, and recommendation to Owner Representative for approval Upon owner approval and selection of contractor, facilitate the execution of the construction contract with the property owner contractor; ensure all required permits have been obtained Coordinate and direct the on-site pre-construction meeting with selected contractor and onsite property operations team to review any open issues and discuss special concerns Conduct periodic on-site inspections in order to closely monitor construction progress and quality of work. Promptly communicate any observed concerns to contractor and ensure these concerns are timely addressed Remit periodic written status reports to Owner Representative throughout the construction process Review and approve all payment requests from contractor. Prepare and forward to contractor a punch list of all outstanding work items, and ensure all such punch work is promptly and satisfactorily addressed Once an Identified Project is complete, perform final punch list of job and ensure all items are completed in accordance with contract documents prior to final payment and release of any retainage In carrying out the above responsibilities, the Construction Manager shall always: Promptly communicate with SVP - Redevelopment any and all issues that arise during the construction process (delays, complaints, cost overruns, etc) so that all such issues are timely resolved Closely communicate with property management personnel on an ongoing basis to ensure they are informed of project status and any relevant facts Review all warranties to ensure they are appropriate and properly documented Consult with architects, engineers, and interior designer professionals as needed to determine appropriate construction methods Manage the permit process with contractors to ensure all necessary permits and licenses are met on each project Evaluate alternate construction methods to identify the most cost-effective alternative Schedule the construction work in logical steps to address all time sensitivities (resident inconvenience, leasing interruptions, etc) RESPONSIBILITIES - PROPERTY ACQUISITIONS/NEW MANAGEMENT As it relates to prospective property acquisitions and new "third party" property management assignments, the Construction Manager will be asked to perform the following services: Provide a written overall assessment of the physical condition of the target property and make suggestions and recommendations for improvement and/or upgrades, including budget estimates, photographs, and other supporting information. Consult with third-party engineers, architects, and other professionals in the evaluation of current conditions and proposed improvements/upgrades. As needed, take part in corporate presentations and/or proposals to prospective investment partners and/or management clients. RESPONSIBILITIES - MISC/OTHERTroubleshooting special property level situations to determine best course of action to remedy outstanding issues (i.e. building settlement, balcony deterioration). Provide assessment (i.e. site visits, scope development, bid creation when needed) and preparation of the annual property budget meetings QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE High school diploma College degree in the construction field preferred Construction Knowledge (at least 5 years) - deep understanding of construction techniques, preferably involving multifamily housing projects. Excellent Communication - ability to clearly and concisely communicate relevant information to multiple parties on an ongoing basis, both verbally and in writing. Time Management - ability to simultaneously juggle multiple projects in multiple locations. Critical Thinking & Decision Making - ability to use logic and reasoning to evaluate alternative solutions in order to decide most appropriate solution. Quality Control - ability to have an "eye" for superior quality standards and take proactive steps when elements do not meet those requirements Willingness to Travel- ability to travel to multiple site locations on ongoing basis as necessary to carry out responsibilities The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
