Job Description

Lead Contract Specialist This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. You will lead a team, ensuring effective communication of project goals, deadlines, and responsibilities. You will develop, present, and defend procurement policies and contract actions to senior officials. You will plan, direct, and coordinate contractual and procurement policy actions involved in supporting sophisticated and technologically advanced systems acquisition programs. You will coach and mentor team members, fostering problem-solving techniques and improving team dynamics. You will monitor and report on the status and progress of work, ensuring your team meets project milestones and quality standards, adjusting priorities as needed. You will analyze, evaluate, and review proposed and on-going procurements and cost pricing data. You will assess your team's performance, identifying areas for improvement and implementing strategies for growth. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved. Must be able to hold and maintain an Unlimited Contracting Officer's Warrant in accordance with FAR Subpart 1.6. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expert advice on procurement policies and strategies; analyzing, reviewing, and exercising unlimited contractual authority for contract actions and long-term procurements for the acquisition of major systems; evaluating cost and pricing strategies and data; and leading a team to achieve mission-critical objectives efficiently.
