Lead Full Stack Developer

Overview GovCIO is seeking a Lead Full Stack Developer (Spring Boot + Angular) to spearhead a dynamic team in an Agile environment. You will oversee the entire project lifecycle, including architecture, requirements analysis, design, development, testing, deployment, and post-release support within a cloud/microservices framework. Responsibilities You will: Develop and maintain applications using various programming languages such as JAVA, while providing patches and upgrades to existing systems. Design software following specifications while meeting compliance standards, and create user interfaces tailored to user needs. Gather and analyze system requirements, offering insights to improve program effectiveness and resolve issues. Participate in code reviews, ensuring all work adheres to established standards and documentation. Prepare comprehensive documentation, including program operations and user guides. Qualifications Experience 10+ years of hands-on software development experience. Demonstrated success as a Technical Lead overseeing the delivery of enterprise-scale applications. Complete ownership of project phases: from requirements to post-release support. Core Technical Skills Backend: Expertise in Java (versions 8/11/17) and the Spring Boot ecosystem, including Spring MVC and Spring Security. Experience with RESTful APIs, microservices architecture, and messaging systems (Kafka/RabbitMQ). Frontend: Proficiency in Angular (12+) along with TypeScript, RxJS, building scalable SPAs, and understanding UI/UX best practices. Database: Strong knowledge of RDBMS (e.g., PostgreSQL, Oracle, MySQL) and NoSQL (MongoDB, Redis), with ORM experience (Hibernate, JPA) and database optimization skills. DevOps & Cloud Experience Proficient in leading deployments via CI/CD pipelines (Jenkins, GitLab, Azure DevOps) and containerization (Docker, Kubernetes). Experienced with cloud platforms (AWS, Azure, GCP) focusing on deployment, scaling, and monitoring tools like ELK and Prometheus. Testing & Quality Assurance Advocate for Test-Driven Development (TDD) and Behavior-Driven Development (BDD) with experience in various testing frameworks. Agile Practices Strong background in Agile/Scrum methodologies with active participation in Scrum events. Effective in breaking down tasks for sprints and collaborating with cross-functional teams like Product Owners and QA. Leadership Skills Experience mentoring teams and ensuring delivery goals are met. Strong in stakeholder communication and conflict resolution. Soft Skills Excellent communicator with a strong decision-making and problem-solving mindset. Able to balance hands-on work with leadership responsibilities.
