Sr. Manager, Technical Program Management (TPM) Full time 4440 Rosewood Drive, Bldg 4, Pleasanton, CA, US 94588 We are seeking an accomplished and forward-thinking Senior Manager, Technical Program Management (TPM) to lead large-scale, cross-functional technology programs that enable innovation, scale, and performance across the enterprise. This role blends strategic leadership, technical depth, and operational excellence, driving outcomes that deliver measurable business value. The ideal candidate will have deep experience orchestrating complex technical initiatives, a strong grasp of modern delivery models (Agile, DevOps, CI/CD, Cloud), and the ability to influence across engineering, product, and executive teams. The Sr. Manager demonstrates outcome ownership, continuous learning, and enterprise thinking to elevate delivery impact across the organization. Strategic Program Leadership Lead the planning, execution, and delivery of large-scale, multi-team technology initiatives that advance enterprise strategy and technical architecture. Define program vision, scope, measurable goals, and success metrics in partnership with Architecture, Engineering, and Product leadership. Translate strategic priorities into actionable roadmaps, aligning milestones, dependencies, and deliverables across multiple organizations. Drive annual and quarterly planning cycles, managing capacity, sequencing, and alignment across global teams. Champion long-term architectural integrity and scalability while balancing short-term business needs. Demonstrate Outcome Ownership by linking program results to enterprise-level business impact. Technical & Delivery Excellence Partner closely with engineering teams to shape architecture direction, evaluate trade-offs, and ensure technical decisions support long-term platform health. Oversee delivery using Agile, DevOps, and hybrid models; promote automation, CI/CD, infrastructure-as-code, and continuous integration and delivery. Define and maintain key performance metrics for engineering velocity, quality, reliability, and business impact. Drive adoption of modern technologies (cloud-native services, microservices, AI/ML, data platforms, serverless architectures). Implement rigorous risk-management frameworks across programs anticipating, mitigating, and communicating issues proactively. Foster Excellence in Execution by standardizing delivery processes, reducing recurring issues, and ensuring predictable outcomes. Organizational Influence & Change Leadership Serve as a change agent for modern engineering and delivery practices advancing agile maturity, continuous improvement, and operational discipline across teams. Model Continuous Learning by seeking feedback, incorporating lessons learned, and encouraging a growth mindset across the TPM community. Foster a culture of transparency, accountability, and learning through mentoring and collaboration. Influence at all levels from technical teams to executives to drive cross-functional alignment and execution clarity. Lead process-modernization initiatives to enhance efficiency, agility, and technical excellence across the portfolio. Stakeholder & Communication Management Act as the primary liaison between technical and non-technical stakeholders, simplifying complex topics for executive audiences. Provide regular, data-driven reporting on program progress, risks, and financials that tie outcomes to measurable impact. Ensure decisions are well-documented and aligned to both engineering strategy and business value. Build strong partnerships with internal and external teams, vendors, and technology providers to enable seamless execution. Demonstrate Enterprise Thinking by aligning multiple teams and domains toward collective outcomes rather than siloed successes. Financial & Resource Governance Own end-to-end program financials including capital/expense forecasting, reconciliation, and value realization. Optimize staffing, resource allocation, and vendor partnerships to maximize program efficiency and outcomes. Maintain visibility into portfolio financial health and drive accountability for cost-effective delivery. Apply Ownership & Initiative by proactively identifying financial and operational risks and taking swift, data-backed action. Strategic Thinking & Enterprise Alignment Connect day-to-day program delivery to broader business strategy and long-term enterprise goals. Use data and insight to anticipate downstream impacts, challenge assumptions, and drive smarter prioritization decisions. Influence leadership by articulating how technology initiatives contribute to business growth, scalability, and operational excellence. Promote Enterprise Thinking by coordinating efforts across global teams and ensuring alignment with GapTech's strategic direction. Global Collaboration Coordinate execution across distributed and hybrid teams operating in multiple time zones. Establish effective governance, communication, and collaboration frameworks for global program delivery. Encourage shared accountability and visibility across all contributing teams. Bachelor's degree in Computer Science, Information Technology, Engineering, or related field. 10+ years of experience managing large-scale, complex technical programs in enterprise environments. Proven experience leading initiatives involving 10+ engineering teams and multi-million-dollar budgets. Strong technical fluency in software architecture, infrastructure, and system design principles. Deep understanding of Agile, Scrum, DevOps, and CI/CD methodologies. Hands-on familiarity with tools such as Jira, Confluence, SmartSheet, Clarity PPM, Power BI, and Miro. Demonstrated success driving transformation programs scaling agile practices, improving delivery velocity, or modernizing architecture. Strong financial-management and analytical skills, with experience building dashboards and KPIs that connect technical progress to business value. Experience with cloud platforms (AWS, Azure, GCP), containerization, serverless, microservices, and platform engineering. Exceptional stakeholder-management, executive-communication, and cross-functional leadership skills. Proven ability to mentor and develop high-performing TPM and engineering teams. Preferred certifications: PMP, PgMP, SAFe, or equivalent Agile/Program Management credentials. Benefits at Gap Inc. Salary Range: $171,800 - $223,400 USD Employee pay will vary based on factors such as qualifications, experience, skill level, competencies and work location.
