Job Title A vacancy exists in the Department of Corrections. Job Description Under general supervision, performs advanced professional and supervisory professional fiscal, administrative, and analytical duties. Supervises administrative staff. Essential job duties include: Reporting directly to the Deputy Director of Corrections. Supervising professional and support staff. Planning, assigning, coordinating, and reviewing the work of employees performing accounting, clerical, purchasing, budgeting, and other administrative functions. Leading, coordinating and conducting special programs and projects. Formulating, executing, and controlling operating, capital, and grant budgets. Analyzing agency and program expenses, revenues, and other fiscal and budgetary data. Preparing and reviewing budget requests, justifications, and related fiscal documents. Formulating budget proposals. Supervising the preparation of quarterly and annual budget projections. Reviewing, monitoring and authorizing expenditures. Supervising the procurement of goods, services, supplies, and equipment. Reviewing and authorizing purchase requests and requisitions. Providing advice and guidance to staff regarding agency purchasing. Supervising, coordinating, and conducting administrative and management studies. Researching, analyzing, and reporting on a variety of informational, operational, management and personnel issues. Analyzing and evaluating the effectiveness of agency policies, rules, operations, and methods. Analyzing agency staffing requirements, work scheduling, equipment and facilities. Performing fiscal analyses of management proposals. Preparing and presenting comprehensive reports and memorandums. Administering grants. Preparing grant application submittals. Serving as a liaison between the granter and the agency. Monitoring grant expenditures to ensure they are in accordance with guidelines and appropriation balances. Preparing and processing contracts. Supervising the execution of contracts and the billing of contractors. Managing special service contracts with outside vendors. Coordinating facilities maintenance, repair, and other agency support service activities. Representing the department at meetings or on committees. Examples of other duties include performing other related duties as required. Qualifications Education and experience: Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field; plus four years' experience performing professional fiscal, administrative and analytical duties. Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Knowledge, skills, and abilities (entry level): Thorough knowledge of the principles and practices of public and business administration. Thorough knowledge of the principles and practices of budgeting and statistical analysis. Knowledge of current office practices, procedures, and systems. Good knowledge of English grammar and usage. Skill in the use of personal computers and office software packages. Skill in formulating, executing, and controlling budgets. Skill in analyzing expenses, revenues and other budgetary data. Skill in researching, analyzing, and reporting on management issues. Skill in performing fiscal analyses of proposals. Skill in performing statistical analysis of data. Skill in administering contracts and grants. Skill in leading, coordinating, and conducting special projects. Ability to supervise staff. Ability to supervise agency administrative functions. Ability to supervise special programs and projects. Knowledge, skills, and abilities (full performance): Knowledge of County and departmental rules, regulations, policies, and procedures. Knowledge of County budgetary and purchasing processes, procedures, and methods. Skill in supervising staff. Skill in supervising agency administrative functions. Conditions of Employment Physical and environmental conditions: The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites. Job duties of this position will be performed in a fully operational correctional facility, which may include direct inmate contact and all other inherent hazards.
