Procurement Demand Manager, Planning, Policy, and Reporting Lead You will advise on contract strategies, provide coaching to develop documentation including statement work/statement of objectives/performance work statements, independent government cost estimates, deliverables etc. You will provide procurement Innovation Coaching and support to PEO Digital, Leveraging DHS PIL Innovation Coach designation. You will coach procurement owners on contract award activities such as technical evaluations of proposals, generation of evaluation criteria for competition, source selection participation, award decision documentation. You will support Contract administration servicing as an alternate COR when required. You will provide Contract planning through contract, market industry and technical trends analysis in Procurement package development. You will participate in Agile practices and acquire an understanding of Agile practices. You will possess contracting and pre-award experience, preferably to include Commercial procurements and prototyping. You will be skilled in effective communication, ability to research issues, and execute complex contracting strategies. You will support Procurement planning and reporting activities. You will identify opportunities for innovation, automation, process improvement, and support of all goals and objectives of PEO Digital and the Navy. You will have knowledge of acquisition and procurement regulations, principles, policies and procedures required. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting federal procurement activities that include preparing acquisition documentation, proposals evaluations, and/or applying knowledge of contracting regulations and procedures.
