Summary Under general supervision, this position is responsible for the oversight of all financial functions within the Housing and Community Development Department, including fund accounting, budgeting, grant compliance, financial reporting, and system reconciliation. This position ensures the accurate management and allocation of federal, state, and local funding sources, oversees fiscal controls and audits, supervises finance personnel, and provides high-level financial analysis and guidance to support the departments operations. DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order) 1. Provides comprehensive oversight and implementation of all financial functions within the Housing and Community Development Department, including budgeting, forecasting, fixed assets. grant management, system reconciliations, and overall fiscal compliance. 2. Ensures proper financial management and compliance of all federal, state, and local funding sourcessuch as CDBG, HOME, HOPWA, SHIP, NSP1 & NSP3, HOME-ARP, CDBG-CV, CPF, the Housing Trust Fund, the Real Estate Management Fund, and multiple General Fund cost centersin accordance with all applicable federal, state, and local regulations and policies. 3. Supervise assigned finance staff, providing direction, training, quality control and oversight to ensure accurate and efficient operations. 4. Coordinates the financial components of key federal and state reporting requirements, including the Consolidated Plan, CAPER, LHAP, and Annual Action Plan; prepares supporting fiscal reports, agenda items, and presentations, and contributes to broader City-wide financial reporting and compliance efforts. 5. Oversees timely and accurate reconciliation of all financial systems, including monthly and year-end reconciliation of balance sheet, revenue, and expenditure accounts; ensures consistency between departmental records, the general ledger, and grant systems (e.g., IDIS, ORACLE), and leads the financial close-out of grant-funded and general fund projects. 6. Coordinates and reviews the preparation and submission of draws and vouchers for all grant-related expenditures, ensuring documentation accuracy and timely reimbursement. 7. Manages the financial tracking, reporting, and compliance of City-held mortgages, housing loan receivables, and lease agreements, including invoicing, collections, repayment monitoring, and coordination with legal and real estate teams to ensure adherence to program terms and revenue obligations. 8. Serves as the departments primary fiscal liaison for internal and external audits, including single audits and grant-specific reviews, ensuring timely responses and full documentation. 9. Provides technical and strategic guidance to the Director, Assistant Director, and program managers on funding allocations, budget amendments, and eligible cost structures. 10. Performs other related duties as assigned.
