Salary: $111,737.60 - $151,216.00 Annually Location : County of San Diego, CA Job Type: Regular - Full time Job Number: 26756403HR Department: SD County Retirement Division: Retirement Administration Opening Date: 03/05/2026 Closing Date: 3/15/2026 11:59 PM Pacific Job Summary The San Diego County Employees Retirement Association (SDCERA) administers retirement and associated benefits for eligible employees of the County of San Diego and other participating employers. SDCERA is an award-winning public pension plan administrator serving more than 52,000 active, deferred and retired members. SDCERA has a current opening for Retirement Services Manager-Human Resources SDCERA's Retirement Services Manager-Human Resources acts as the principal coordinator of the day-to-day human resources activities and functions. This position provides the expertise necessary to identify, evaluate and resolve organizational administrative issues including recommending changes in policies and procedures; developing methods for implementation to ensure the needs of the Association and SDCERA employees are met; and handling confidential employee information and employment transactions. SDCERA's Retirement Services Manager-Human Resources works in tandem with SDCERA's Chief Executive Officer. They coordinate and ensure the selection, hiring, and onboarding of SDCERA staff while also working in conjunction with the County of San Diego's Department of Human Resources to recruit and attract quality candidates. This position advises SDCERA departmental managers in various human resources matters, conducts investigations, and implements County-wide human resources policies. Duties may also include supervision of staff. The Retirement Services Manager-Human Resources will: Demonstrate thorough knowledge and understanding of the human resources discipline to include relevant policies and procedures. Assist Chief Executive Officer with creating a culture of collaboration, diversity and inclusiveness, and providing a safe and secure workplace. Manage the human resources activities for SDCERA including recruitment, training, performance management, payroll, worker's compensation, employee benefits, classification, compensation, and discipline. Be self-motivated and work independently under minimal supervision and guidance. Communicate with clarity and confidence and professionalism; and interact effectively with staff, managers, and individuals outside of SDCERA at all levels of the organization. Demonstrate a high degree of organizational and multi-tasking skills. Demonstrate organizational acumen at all times. Develop procedures and methods to implement policy decisions. Meet with SDCERA's Retirement Chief Executive Officer and management team members to clarify issues and resolve problems. Identify administrative problems and recommends solutions. Develop and present a variety of training classes and workshops for SDCERA employees. Assign projects, monitor progress, assume responsibility for deadlines, coach, mentor, evaluate and develop subordinate staff. Compose memos, correspondence, Board letters, reports, manuals, and other documents. Plan, coordinate and present a variety of special events such as staff events and training workshops. May provide studies and special projects for executive management and the Board of Retirement. May travel domestically to attend conferences or events. The ideal candidate will have a blend of public sector expertise, strict regulatory compliance and strong ethical leadership. Key attributes include over five years of human resources experience to include at least two years supervisory experience, proficiency in labor relations, and knowledge of civil service regulations, civil rights, and public sector employment. The ideal candidate will have a deep understanding of public sector hiring processes, labor relations and federal/state employment laws. Also, unwavering commitment to fairness, objectivity and confidentiality; excellent interpersonal skills to handle complex employee relations, mediate disputes, and collaborate across departments; ability to manage bureaucracy, implement human resources technology and adapt to changing political and administrative environments; experience with classification and compensation systems; problem-solving and data driven decision-making abilities. For more information about SDCERA, go to MINIMUM QUALIFICATIONS A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in business administration, public administration, or other closely related field; AND, five (5) years of extensive staff or line experience performing general administrative work in budget preparation, personnel administration, and/or fiscal management, including at least two (2) years of supervisory experience, coaching, developing and evaluating staff. NOTE: Qualifying administrative/analytical experience may substitute for the education requirement on a year-for-year basis. This experience must have included responsibility for conducting analytical studies and analysis with justifications and recommendations; analyzing, writing, interpreting and implementing policies and procedures; implementing and ensuring strong internal control environments; conducting statistical analysis; and analyzing organizational and administrative operations.
