Technical Payroll Analyst This position is designated as Support: Level 15. The salary range starts at $70,801 and may increase based upon education and relevant experience. Job Summary: Under general direction from the Supervisor of Payroll, the Technical Payroll Analyst performs tasks involved in the timely, accurate, and effective processing of payroll with a large focus on developing and maintaining Oracle's Time and Labor (OTL) module. This position is highly technical, requiring experience with Oracle's OTL product. This position regularly handles sensitive information, which requires exercising sound judgment in safeguarding the confidentiality of this information. The Technical Payroll Analyst will remain compliant and adhere to evolving relevant federal, state, and local laws and regulations. This position will analyze and verify data in payroll systems regularly, both independently and with the Supervisor of Payroll, to maintain the most accurate data possible. Essential Functions: Support the Payroll Team in verifying, updating, and maintaining Payroll data as required for local, state, and federal reporting (e.g., Internal Revenue Service (IRS), Department of Labor (DOL), Pennsylvania Public School Employees' Retirement System (PSERS), etc.) Assist in establishing, testing, and processing an electronic timekeeping system (OTL) Assist in the processing of the semi-monthly payroll for the Intermediate Unit including salary and hourly, administrative, professional, and classified employees Provide technical support to users of the timekeeping system and develop and maintain procedural documentation to confirm the accuracy and validity of the data Maintain procedural knowledge of federal, state, and local guidelines for data reporting as well as technical knowledge of the systems used Investigate, troubleshoot, and resolve user inquiries and/or issues Coordinate with developers for customization and/or improvement to the timekeeping system, such as reports, queries, or custom fields Recommend and implement various components or modules of systems that are not being utilized to their full potential (e.g., imports, exports, Oracle reporting, Cognos) Access resources designed to assist and improve Payroll data collection and submission, such as webinars, website announcements, bulletins, and trainings from PASBO, PayrollOrg, PSERS, PowerSchool, Oracle, etc. Provide and facilitate instruction and training on the use of the timekeeping system Provide cross-training or knowledge sharing as required to ensure system knowledge redundancy exists Maintain confidentiality regarding the information processed, stored, or accessed by the systems Maintain system security, end-user documentation, data dictionary, business rules, and other technical manuals Maintain current knowledge and a base understanding of new technologies by regularly reviewing system release notes, attending provided trainings, and other system changes that may impact state reporting or other data collection needs Establish and maintain good relationships with Bucks IU and District, technical staff, vendors, statewide counterparts, and representatives Project a positive image of Bucks IU and its programs and services through communication and quality of support Serve as a backup and support to other Payroll team members Assist the Supervisor of Payroll with management and employee understanding of Payroll procedures Assume any other responsibilities as assigned by the Supervisor of Payroll Supervisory Responsibility: This position has no supervisory responsibilities. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m. Hours may vary based on departmental needs. Occasional evening and/or weekend work may be required as job duties demand. Travel: Occasional travel from the Bucks IU is expected for this position for support and training. Qualifications: Education and Experience: High school diploma or GED is required. Associate's or Bachelor's Degree is preferred. Experience processing data from Oracle's time and labor product is preferred. In-house payroll experience beneficial. Experience in Powerschool's eFinance Plus (eFP) or similar software program is preferred. Knowledge, Skills, and Abilities: Advanced technology skills including Microsoft Office Suite especially Excel. Ability to create, manage, and edit spreadsheets and various reports. Ability to work independently and within a team to accomplish goals and to problem solve. Excellent organizational, interpersonal, and time management skills. Excellent oral and written communication skills. Work Authorization/Security Clearance (if applicable): Citizenship or work authorization to work in the United States required.
