Salary: $126,914.00 - $198,107.00 Annually Location : Baltimore City Job Type: Full Time Job Number: 8085-MTA-ADAPMO-02_26 Department: Maryland Transit Administration Opening Date: 02/18/2026 Description Maryland Transit Administration Assistant Deputy Administrator of Program Management Oversight DOT EXECUTIVE VII Executive Service This position serves at the pleasure of the appointing authority Open to all qualified applicants Bilingual applicants are encouraged to apply The Maryland Transit Administration (MTA), an agency within the Maryland Department of Transportation (MDOT), seeks an experienced leader to serve as the Assistant Deputy Administrator of Program Management Oversight. The Program Management Oversight Office carries out a wide range of duties involving coordinating with MTA's operating modes (primarily Light Rail, Metro subway, Bus, and MARC commuter rail), the Office of Engineering and Construction, the Office of Safety, and the Office of Planning and Programming to support effective and efficient use of capital resources and compliance with key laws and mandates, including Maryland's Zero Emission Bus Act. This is a change management position responsible for overseeing existing and establishing new agency policies and procedures to improve accountability, coordination, and communication on complex programs of projects accelerated by increased federal funding, state law, and state of good repair needs on MTA's aging rail systems. The position requires an advanced understanding of complex transit operational and maintenance environments as well as capital project management and execution. The successful candidate will be a skilled communicator and facilitator, who can build consensus across multiple offices and areas of expertise to develop actionable programs and strategies for investing in high-performing transit infrastructure. Primary Job ResponsibilitiesProvide executive guidance on scope, sequence, and schedule management for the Metro and Light Rail system state of good repair, capital projects, maintenance and expansion/enhancement programs. Direct and oversee the development and implementation of a 5-year program schedule for Light Rail and Metro Infrastructure and Equipment capital projects, including coordination with the 6-year Consolidated Transportation Program. Oversee Inventory and Lifecycle Management for MTA $14's billion asset portfolio, and guide lifecycle investment strategy to support State of Good Repair goals within MTA's limited fiscal resources. Guide Zero Emission Infrastructure program delivery and compliance with state and federal mandates. Facilitate timely resolution of project challenges; identify critical risks and business decisions; and adapt policies and procedures for future success. Ensure safety compliance and minimize customer impact during project activities. Implement and monitor performance management and KPI measurements for continuous improvement. Qualifications Minimum Qualifications Bachelor's degree in Engineering, Project Management, Business Administration, or related field. 10 + years of progressive leadership experience in program/project management for large-scale infrastructure or transit projects. Demonstrated experience in change management, policy development, and strategic planning. Strong knowledge of capital project delivery, scheduling, and risk management. Experience managing multi-disciplinary teams and coordinating with multiple stakeholders. Preferred Qualifications Master's degree in related field. PMP or equivalent project management certification. Experience with zero-emission infrastructure programs and compliance with state/federal mandates. Familiarity with Maryland transportation policies and capital funding processes.
