Portfolio/Business Unit Context Harmonia's Federal Health portfolio supports mission-critical programs across HHS, NIH, and related Federal Health agencies. The portfolio is positioned for aggressive expansion through full-and-open competition and modernization initiatives. Position Description The Associate Director will report to the Senior Vice President of the Federal Health portfolio and serve as the strategic lead for pursuits valued between $25M and $250M+, with accountability for driving full-spectrum capture activities across Business Development, Capture, Proposal, and Post-Submission phases. This will include delivery and program support post awards. This key team member will own pursuit strategy, customer shaping prior to solicitation release, executive-level stakeholder engagement, win execution planning, and delivery and program support. The ideal candidate brings demonstrated full-and-open capture experience, a measurable win rate track record, experience transitioning portfolios from small-business to large, competitive environments, and program oversight. Responsibilities: Own capture strategy and execution for pursuits valued at $25M-$250M+ across Federal Health accounts. Lead full-and-open competitive capture efforts, including black hat sessions, price-to-win strategy, and executive win themes. Shape opportunities pre-RFP through direct engagement with Senior Executive Service (SES)-level and acquisition stakeholders. Develop and execute detailed capture plans, gate reviews, and executive briefings. Drive teaming strategy and partner ecosystem development aligned with customer mission priorities. Conduct competitive intelligence leveraging GovWin, budget documents, contract data, and federal acquisition tools. Align technical, management, and pricing approaches to maximize probability of win (P-win). Collaborate with growth, CTO, and executive leadership to transition from small-business positioning into sustained full-and-open competitiveness. Provide documented win-rate metrics and lessons-learned insights to continuously improve capture effectiveness. Requirements US Citizenship required; ability to obtain and maintain a clearance Undergraduate (required) and graduate degree (preferred) in life sciences, public health, health IT or other health/technology discipline 5-7+ years of federal capture experience supporting Federal Health customers. Experience supporting HHS, NIH, and other Federal Health modernization initiatives. Demonstrated full-and-open capture leadership experience for pursuits $25M+ in value. Proven win rate track record across multiple competitive pursuits. Experience directly engaging Senior Executive Service (SES)-level, acquisition, and mission stakeholders. Experience transitioning business units from small-business to full-and-open competitive environments. Strong understanding of the federal acquisition lifecycle and competitive positioning strategies. Experience developing detailed capture plans, black hat analyses, and executive review materials. Proficiency in DELTEK GovWin IQ, Salesforce/TechnoMile, and federal acquisition research tools. Local to DMV area with ability to work onsite 3-4 days per week. Desired Background in cloud, cybersecurity, AI/ML, digital modernization, or mission systems integration. Experience mentoring junior capture professionals and building scalable capture infrastructure.
