Visit The MENAAP Region The Middle East, North Africa, Afghanistan, and Pakistan Region (MENAAP) serves twenty two countries, of which twelve are active/potentially active IBRD/IDA borrowers (Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Syria, West Bank and Gaza, Tunisia, Yemen, Afghanistan, and Pakistan) and eight are users of the Region's non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. MENAAP places high value on diversity. MENAAP is organized in seven Country Departments (CMUs), the Office of the Regional Chief Economist, and the Development Effectiveness Unit (MAPDE). With an expanded regional strategy, the World Bank aims to help the MENAAP region weather the current crises, move from stabilization to transformation, unlock its vast economic potential of youth and women, and ease the constraints that hamper their creative energies. The MENAAP People Vertical (HMADR) team is led by a Regional Practice Director (RPD) and encompasses three units (Health, Nutrition and Population (HNP); Social Protection and Labor (SPL), and Education and Skills). The MENAAP People strategy aims to enhance Human Capital in the Region to help MENAAP become a region that realizes its vast potential by harnessing its greatest untapped assets: the human capital of its population, including youth, women, and the elderly. The Health, Nutrition and Population Global Practice (HNP) The World Bank Group supports countries' efforts towards achieving Universal Health Coverage (UHC) and to provide quality, affordable health services to everyone -regardless of their ability to pay - by strengthening primary health care systems and reducing the financial risks associated with ill health and increasing equity. The HNP Global Practice (GP) is led by a Global Director, who has overall responsibility for the GP. For more information: The HNP program in the MENAAP is very varied and includes: (i) a portfolio under implementation with a strong focus on health systems strengthening, including health financing, to achieve UHC; (ii) a growing portfolio of health emergency operations; (iii) investment operations in very fragile settings; (iv) analytical work and capacity building program on health emergency prevention, preparedness and response, health financing, NCDs, pharmaceuticals, among others; (v) close regional and country partnership activities with WHO, UNICEF, the Global Fund, Gavi, the French Development Agency, the UK Foreign, Commonwealth & Development Office, JICA, among others, and plans to develop further partnerships with the Islamic Development Bank and the Asia Infrastructure Investment Bank; (vi) a large and growing Reimbursable Advisory Services program in the Gulf Cooperation Council (GCC) countries covering several areas of health policy, from public health, to non-communicable diseases (NCDs), to climate change and health. The MENAAP HNP Global Practice (HMAPH) is managed by a Practice Manager. HMAPH is seeking an Operations Officer to support the operational work of the unit. The position will be based in Washington, DC. Roles and responsibilities The successful candidate will report to the HMAPH Practice Manager and perform the following tasks: Lending and implementation support • Provide key inputs into/co-lead (in some cases) the design, preparation, appraisal and implementation of projects. • Participate in/co-lead operational missions and meetings and contribute to the resolution of operational issues. Portfolio monitoring and quality • Quality Oversight: provide timely technical and operational leadership and advisory support/guidance to the project teams throughout the project cycle (identification, design, appraisal, implementation, and evaluation), including reviewing and providing comments on PCNs, QERs, ROCs, draft aide-memoires, ISRs, restructuring papers, and ICRs. • Support quality enhancement, risk management and implementation issues. • Review draft project and ASA documents and provide advice to the HMAPH Practice Manager prior to review meetings. • Provide advice to the HMAPH Practice Manager on operational issues and policies and represent the Practice Manager on regional operational meetings as needed. • Operational Support. Provide advice to teams on operational policies, instruments, and procedures and on complex operational issues. Client and partner relations • Respond to routine inquiries from clients, donors, NGOs, and other civil society representatives. • Contribute to selected notes on Bank activities to other partners. Selection Criteria • Masters, or higher degree in a relevant field (e.g., Health Economics, Public Health, Public Policy or related discipline) and a minimum of 5 years of operational experience. • Ability to provide high quality, pragmatic advice to teams on the appropriate use of Bank policies, procedures, instruments and financing mechanisms. • Demonstrated ability to monitor and manage portfolios. • Ability to identify and proactively resolve operational issues and problems. • In-depth knowledge and understanding of project management tools and methodologies, and of Bank instruments and processes related to project preparation and implementation, resource management, corporate priorities and stakeholder communications. HNP operational project management and portfolio management experience will be an advantage. • Project management/leadership experience is desired, including High degree of initiative, problem-solving skills, flexibility and ability to work independently. • Strong record of collaboration with other team members and contributing productively to the team's work and output and demonstrating respect for different points of view. • Ability to advance and make substantive contributions to the country dialogue. • Ability to seek knowledge needed to complete assignments and share knowledge with others, as well as mentoring more junior staff. • Superior client orientation and inter-personal skills with proven ability to work cooperatively with multi-disciplinary country teams, all levels of staff and managers. • Ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines. • High level of integrity and discretion, sound business judgment, and diplomatic skills. • Strong spoken and written communications skills, including the ability to speak and write persuasively and present ideas clearly and concisely. • Fluency in English is required (verbal and written); fluency in Arabic and French are desired.
