The Florida Division of Emergency Management's (FDEM) Bureau of Recovery, Public Assistance Grant Section has a temporary staffing need to assist with the federally declared disaster event closeout project. FL-DEM-FEMA Event Closeout Team-Financial Specialist WORK ENVIRONMENT: Cubicles, not public facing DRESS CODE: Business Casual The position will consist of the following duties: • Assist Bureau grant managers and Admin and Management Costs Managers with grant closeout activities as directed • Reconcile expenditures, quarterly reports, and insurance reviews • Analyze and compare data for accuracy and completeness • Creating form letters and other correspondence related to disaster closeouts • Scanning and uploading documents into appropriate systems as directed, ensuring all records are maintained and relevant correspondence are recorded in the State's grant management system • Archive files according to established procedures and timelines • Perform final inspections and validation for project closeout • Assemble grant closeout packets for submission to the Federal Emergency Management Agency (FEMA) • Copying, scanning, and filing as needed • Serve as the liaison between the Subrecipient and the Division, providing technical, fiscal, and grant management assistance to Subrecipients related to the receipt and use of federal and state emergency management funding awarded by the Division. • Perform other duties as assigned COMPUTER/OFFICE EQUIPMENT: • Demonstrated computer software skills, including Word, Excel, and other database/spreadsheet software, including but not limited to PowerPoint. Skill Required / Desired Amount Ability to speak and understand English Required bility to establish and maintain effective working relationships with others. Required bility to utilize problem-solving techniques. Required bility to communicate effectively through verbal and written communications. Required Proficient using Microsoft Word, Excel, and other database/spreadsheet software, including but not limited to PowerPoint. Required 2 Knowledge of basic accounting and auditing principles and procedures. Required 1 Demonstrate ability to manage all aspects of contract/grant management, including preparation of funding agreements Required 1 Ability to collect, analyze, and interpret contract/grant programmatic and financial data. Required 1 Ability to understand policies and procedures related to contract/grant development, contract/grant management, and payment processing procedures Required bility to provide technical assistance to state and local governments and other entities on contracts/grants, project closeouts, and payments. Required bility to independently develop timelines and deadlines for multiple projects to successfully complete work accurately and on time. Required Knowledge of the FEMA Public Assistance Grant Programs or Disaster Management Highly desired
