CITY OF WAUKEGAN, IL Job Title: Human Resources Generalist (Part-time) This position will not exceed (29) hours per week. Department/Division: Human Resources Reports to: Director or Designee Supervises: N/A FLSA Classification: Non-exempt Employee Group: N/A Minimum Education: Associate's degree from an accredited college or university in Human Resources, Public Administration, Business Administration or related field. Bachelor's degree preferred. Minimum Experience: Four (4) or more years of experience directly related to Human Resources (recruitment, retention, Workers' Comp, employee relations, payroll, benefits or leave administration). 3+ years of hands-on experience using Excel at an advanced level. Proven experience creating automated reports and dashboards. A combination of education and experience may be considered. Minimum Certifications: PHR or SPHR SHRM preferred. JOB SUMMARY: Under the direction of the Director of Human Resources, this position supports key HR functions, including talent acquisition, interviewing, employee relations, benefits administration, and assisting with payroll. This role involves working with employees at various levels to maintain a positive work environment while balancing municipal requirements and organizational goals. ESSENTIAL FUNCTIONS: The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. Supports human resources programs, including compensation, benefits, leave management, disciplinary matters, disputes and investigations, performance and talent management, and occupational health and safety. Performs a wide variety of personnel tasks to support the Human Resources department. Design, develop, and maintain advanced Excel spreadsheets and dashboards. Create dynamic reports using PivotTables, PivotCharts, and advanced formulas. Assists with special projects. REQUIRED COMPETENCIES:Ability to develop and maintain positive relationships with employees, department heads, and external stakeholders to support organizational goals. Ability to maintain confidentiality. Excellent customer service skills (oral and written). Vocal communication and normal hearing are required for expressing or exchanging ideas by the spoken word. Strong analytical and problem-solving skills. Excellent attention to detail. Ability to meet deadlines and manage multiple projects.
