A position has been declared open in the Weber School District in Technical Services (in conjunction with the Safety Department) for a Data Governance Chief Administrative Officer. This position is for 8.00 hours per day, for a total of 250 days per year. Compensation commensurates with the Lane 6 of the Technical Services Salary Schedule, along with benefits. This position will be split between the Technical Services and Safety Departments; as such, some travel throughout the District to different work locations may be necessary. CLICK HERE FOR A GUIDE (SSO REQUIRED).THIS POSITION WILL REMAIN OPEN UNTIL FILLED, AFTER A MINIMUM OF 5 WORKING DAYSPurpose Statement: The Data Governance Chief Administrative Officer (CAO) will lead the development, implementation, and continuous improvement of Weber School District's data governance framework. This position is responsible for enforcement of data governance policies and standards; appointment and training of District record officers; collaboration with the Utah State Archivist and multiple departments within our organization; and ensuring compliance with the Division of Archives and Records (DARS), the Government Records Access and Management Act (GRAMA), the Utah Government Data Privacy Act (GDPA), the Utah Student Data Protect Act, and the Family Educational Rights and Privacy Act. Additionally, this role supervises and ensures lawful access to public records while protecting private, controlled, and protected information, and supports organizational transparency, accountability, and records retention. The CAO will also perform working-level information security technology-related duties in the areas of cyber security, information security policy, monitoring and compliance/audit, penetration testing, application vulnerability assessments and risk assessments, security education and training, security forensic investigations, and incident response. Essential Duties and Responsibilities: Prepare and certify a Privacy Program Report for the District, as required by Utah Code § 63A-19-401.3. Enhance and maintain a records program for the economical and efficient management of District records. Appoint, train, and serve as the organization's designated GRAMA Records Officer in accordance with Utah Code § 63G-2-701. Serve as the District's student data manager under Utah Code 53E-9-308. Create and maintain proper documentation of the organization, functions, policies, decisions, procedures, and essential transactions designed to furnish information to protect the privacy, transparency, and legal rights of District employees, students, parents, and other individuals directly affected by the District's activities. Submit to the state archivist proposed schedules of records for final approval. Cooperate with the state archivist in conducting surveys. Comply with rules issued by the Department of Government Operations. Report the following to the state archives: the designation of each record series maintained by the District, the classification of each record series classified by the District, and the name of the CAO and record officers for the District. Ensure compliance with DARS requirements, GRAMA, GDPA. Utah Student Data Protection, and FERPA. Establish and report to the state archives retention schedules for non-record items (and contain historical or evidentiary value. Receive, log, review, and respond to GRAMA requests within statutory timelines. Classify records as public, private, controlled, or protected pursuant to GRAMA and applicable statutes. Coordinate with legal counsel, administrators, and departments to locate and review responsive records. Prepare written determinations, redactions, denials, and appeal responses consistent with GRAMA requirements. Maintain accurate records of requests, responses, fees, and retention actions. Provide guidance and training to staff on records management, retention schedules, and GRAMA compliance. Support appeals, mediation, and records committee proceedings as needed. Review current and future student data-sharing contracts and third-party student data-sharing agreements Review software and apps for student safety and data protection measures. Manage the LearnPlatform system in order to maintain a centralized product inventory, streamlining the teacher request and approval workflow, and ensuring all digital tools meet state and federal student data privacy standards. Coordinate the district's legal compliance with the SDPC Resource Registry by managing the lifecycle of DPAs, ensuring all metadata dictionary elements are accurately mapped to the Utah SDPA and the GDPA. Maintain data-sharing information on school and District websites. Complete the USBE IV40.IT Audit Program as required. Attendance to work is an essential function of the job. Knowledge, Skills, and Abilities: CompTIA Security+ and/or CySA+ certification required Ability to obtain, or currently have, certification from state archives for GRAMA Knowledge of data governance frameworks Ability to interpret statutes and apply them consistently in a public-facing environment. Strong attention to detail, confidentiality, and legal compliance. Effective communication skills and advanced organizational skills. Technical writing skills Ability to analyze complex information, interpret statutes, apply policy, and make legally sound determinations. Ability to manage confidential and sensitive information with a high level of discretion. Ability to interact professionally with staff, administrators, parents, legal counsel, and state agencies. Ability to perform tasks requiring attention to detail, sound judgment, and independent decision-making. Work Environment Work is typically performed in an office setting within the Technical Services and Safety Department. Occasional visits to school sites, administrative buildings, and other District locations. Work may involve interruptions, shifting priorities, and time-sensitive deadlines. May involve extended periods working at a computer or performing detailed record-review tasks. Occasional exposure to typical classroom or school environmental conditions while visiting sites. Education and Experience: Bachelor's degree in information technology, computer science, or information/cyber security or 3 years equivalent work experience or an equivalent combination of education and/or work experience.
