The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One. With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents. What you will do at Precinct One: The Senior Project Manager, Transportation, serves as Precinct One's primary technical and strategic leader for transportation capital projects-focused on big-picture decision-making and ensuring that the Precinct's infrastructure investments are well-conceived, well-scoped, and delivered in alignment with community priorities. Precinct One works in close partnership with the Harris County Office of the County Engineer (OCE), which provides direct management of design, construction, and study contracts. The Senior Project Manager plays a key role in that partnership-helping to identify and initiate the right projects, developing clear scopes and objectives, and staying actively engaged throughout delivery to ensure outcomes reflect the Precinct's vision. This includes working collaboratively with OCE on traffic and safety studies to evaluate findings and ensure recommendations are technically sound and consistent with the Precinct's multimodal goals. Only relevant convictions will be considered and, even when considered, may not automatically disqualify the candidate.Requirements Education: Bachelor's Degree in Civil Engineering or related field Experience: 10 years of progressive project management experience, including at least 4 years in a senior role Experience with roadway crash analysis, including the ability to interpret data and identify appropriate safety countermeasures Experience engaging with traffic and safety study processes to evaluate findings and work collaboratively with study teams to ensure recommendations are sound and aligned with project goals Prior government, municipal, or county public works experience Licensure and Certification: Professional Engineer (PE) license issued by the State of Texas Valid Texas State Driver's License Knowledge, Skills, and Abilities Strong foundation in traffic engineering, including intersection operations, roadway design, and capacity analysis using tools such as HCM and Synchro Knowledge of and commitment to multimodal infrastructure, including protected bike lanes, sidewalks, shared-use paths, and trails Familiarity with NACTO Urban Street Design Guide and similar multimodal design standards Ability to develop solutions to complex roadway and intersection safety problems, including familiarity with a range of design approaches such as roundabouts, raised crossings, and protected intersections Familiarity with capital project development and scoping processes, including coordination with partner agencies such as a county engineer's office Knowledge of finance, budget, and purchasing concepts in a governmental setting Strong verbal and written communication skills, including the ability to convey technical findings clearly to leadership and non-technical stakeholders Collaborative approach with the ability to work effectively across teams and departments NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
