Job Description

The Knowledge Manager - Bolte Portal Analyst provides web-based knowledge management (KM) support to HQDA G-3/5/7 (DAMO-SS) to enable collaboration, information sharing, and knowledge retention across Army Security Cooperation and Personnel Proponency communities. The role focuses on maintaining and enhancing the Bolte Portal and associated Army-approved collaboration platforms to ensure timely access to authoritative information, improved communication, and continuity of operations. This position requires a blend of technical knowledge management skills, analytical thinking, and an understanding of Army headquarters processes. Key Responsibilities • Develop, maintain, and enhance web-based knowledge management environments supporting DAMO-SS, including the Bolte Portal • Utilize Army-approved collaboration tools such as Microsoft Teams, SharePoint, MilSuite, and Defense Connect Services to enable document management, shared access, and collaboration • Provide recommendations for knowledge retention, knowledge sharing, and knowledge mapping across supported communities • Conduct research and analysis of information shared across web-based forums to identify trends, gaps, and opportunities for improved communication • Capture and analyze root causes of performance issues or knowledge gaps and recommend corrective actions in accordance with DoD, Army, and HQDA KM policy • Facilitate and moderate discussion boards on emerging topics, including coordination with Subject Matter Experts (SMEs) and stakeholders • Develop and publish content updates to approved web-based platforms (estimated two to three times per week) • Provide monthly recommendations for improving collaboration and information flow across KM platforms • Capture performance problem areas and training gaps and provide monthly analytic summaries and improvement recommendations • Support and monitor the development and integration of key DAMO-SS initiatives and projects • Update content across multimedia delivery systems when policy, regulation, or procedural changes occur • Coordinate with the G-3/5 and G-3/5/7 Knowledge Managers to ensure synchronization and consistency • Provide Knowledge Management expertise in support of Continuity of Operations (COOP) requirements Requirements • Bachelor's degree in information management, Knowledge Management, Business, or a related field • Minimum of 3 years of relevant experience in knowledge management, information management, or collaborative systems support • Experience using Microsoft SharePoint and Microsoft Teams in an enterprise environment • Familiarity with web-based collaboration tools used within DoD or federal organizations • Strong analytical and problem-solving skills • Ability to organize, curate, and present information clearly to diverse stakeholders • Proficiency in Microsoft Word, Excel, and PowerPoint • Active SECRET security clearance Preferred Qualifications • Experience supporting Army, Joint Staff, OSD, or Combatant Command organizations • Familiarity with Bolte Portal or similar Army knowledge portals • Experience with MilSuite, Defense Connect Services (DCS), or other DoD collaboration platforms • Knowledge of Army or DoD Knowledge Management policies and best practices • Experience supporting COOP planning and execution
