State of New Hampshire Job Posting Department of Safety Division of Emergency Services & Communications Bureau of Technology Services 110 Smokey Bear Boulevard, Concord, NH 03305 GIS SOLUTIONS ENGINEER (Program Specialist IV) Position #42542 The pay range for this position is $28.74 - $38.85 per hour This position offers a Trainee Statusat the following pay rate: $27.55 per hour. Candidates hired at a Trainee Status must meet minimum qualifications within one (1) year of hire date See total compensation information at the bottom of announcement The State of New Hampshire, Department of Safety, Division of Emergency Services & Communications, Bureau of Technology Services has a full-time vacancy for GIS Solutions Engineer (Program Specialist IV), SOC Title 15-1290 MISC COMPUTER OCC-4, which has a 37.5 hour work week and is considered exempt. SUMMARY: Leads and manages complex, time-sensitive Geographic Information System (GIS) projects by developing and maintaining geospatial data systems, ensuring compliance with state and federal standards, collaborating with stakeholders, and utilizing advanced tools and automation to support public safety initiatives and emergency response. YOUR EXPERIENCE COUNTS Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. MINIMUM QUALIFICATIONS: Education/Experience: Equivalent combination of 7 years of education and experience after completing high school. Education and experience must be in public safety, emergency management, homeland security, geography, geosciences, geographic information systems (GIS), cartography, geospatial technologies, computer science, information systems and technology, engineering, graphic design, database management, or related field, with at least two years of experience using Esri products such as ArcGIS Enterprise, ArcGIS Online, orArcPRO. License/Certification: Valid driver's license and access to transportation Other Requirements: 1. Must pass a fingerprint-based criminal background check and motor vehicle record check 2. Must be able to work extended hours at night and on weekends during statewide emergencies Trainee Option: Candidates with an equivalent combination of6+years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position. PREFFERED QUALIFICATIONS Extensive experience with ArcGIS API, Python,data preparation, map reading and map production. Experience with Esri Survey 123 and Esri Storymaps is preferred. Strong verbal communication skills, organizational skills, and experience in writing, composition, and report writing. Good understanding of design layout and proportion. Ability to perform duties in a stressful and time-sensitive environment. Ability to maintain flexibility and adapt quickly to changes. Architects critical data sets to ensure GIS server data accuracy and data integrity. Utilizes data layers relative to towns, cities, structure locations, emergency service areas, and other data to design customized data outputs to create dynamic, interactive data models, maps, graphs and charts utilizing ArcGIS Pro, PowerBI and SQL Server for use in a variety of public safety initiatives including tracking virus outbreaks, providing informational resources, and statewide safety planning. Implements and maintains GIS automation and processing scripts utilizing, Arcpy, Arcade and ArcgisPython libraries. Works with other technical staff with regards to the design, implementation, and problem resolution in database and software applications. Plans, executes and manages time sensitive projects ensuring accurate outcomes and resolving complex data integration problems to meet project objectives.Ensures GIS activities of the Division are effective, operational and in compliance with established state and federal standards. Collaborates with internal and external stakeholders and vendors as subject matter expert for requested mapping and data projects to determine project requirements and objectives. Identifies data mining opportunities, determines data workflows and timelines and provides recommendations of options for deliverable products. Reviews products for accuracy, and adherence to state and federal standards and specifications. Verifies system requirements for various products and outputs including vendor systems, websites and application software are compatible. Provides on-demand geospatial data building, modeling or analysis during drills or disasters, functioning independently and at times in remote locations. Creates maps for emergency response and/or public messaging during activation of the State Emergency Operations Center and in support of Homeland Security and Emergency Management (HSEM) and the Department of Safety. Creates and maintains GIS data layers and map products for Radiological Emergency Response Plan (RERP) for HSEM. Maintains proficiency and attains additional skills as appropriate in database and system management including but not limited to ArcGIS Server and SDE management, ArcGIS Pro, advanced GIS geo-processing, Arcpy and Arcgis python libraries. Ensures compliance with the Department and Division policy and procedures, adheres to legal, privacy and ethical decisions, guidelines and regulations, and performs other duties as necessary.
