Summary This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants. Duties Help Serves as an agency Subject Matter Expert or Project/Program Manager providing specialized finance and reporting services, management advice, and assistance to supported customers. The incumbent has program development and oversight responsibilities for key agency financial functions/programs. Program responsibilities are often interrelated and interdependent with other agencies. Manages, plans, implements, monitors, and evaluates DFAS financial management programs by providing knowledge and expertise in appropriation law, finance concepts, principles, practices, techniques and financial management systems. Establishes continuous interactive communication and liaison with all communities generating financial data, supporting finance operations, and/or receiving DFAS products and services. Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of the most complex and controversial finance problems. Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes. Conducts independent studies of complex and diversified information, and financial systems or system components. Provides authoritative policy interpretations and key functional recommendations on overall system structure. Requirements Help Conditions of employment Must be a U.S Citizen or National. The incumbent of this position will be required to be physically on-site full-time, regular telework is not authorized for this position. Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience in providing expert financial counsel to senior and executive leadership on budgeting, execution, billing, and revenue. Experience in directing process improvement initiatives, offering strategic advice on resource management, and utilizing analytics to resolve complex issues, experience developing and delivering high-level briefings to executive audiences. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. As a condition of employment, you may be required to serve a 1-year probationary period during which we'll evaluate whether your continued employment advances the public interest. At the end of the probationary period, your employment will be terminated unless you receive certification that your continued employment advances the public interest. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level. This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
