Job Summary This position is located in the District of Columbia (DC), Department of Human Services (DHS), Office of Program Review Monitoring and Investigations (OPRMI). The DHS mission is to empower every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and supportive services. Our approach to preventing homelessness and supporting individuals and/or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services. OPRMI conducts reviews of case actions in the decentralized service centers to determine the quality of DHS staff eligibility verification. The Division is responsible for investigating all complaints received from the public and referrals for investigations from eligibility workers concerning suspicious irregularities within their case reviews. The incumbent serves as a Supervisory Investigator responsible for identifying and investigating possible ineligible, overpaid or fraud cases in public assistance programs, such as Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) and Medicaid administered by the agency. These investigations involve high risk, potentially fraudulent, error prone and controversial cases. Duties and Responsibilities Supervises, plans, and coordinates, the investigative activities of the subdivision and participates in program planning and policy development within the Division. Supervises the activities of a team of investigators, plans the work to be accomplished by subordinates, sets the priorities, and prepares schedules for completion of work. Assigns work to investigators based on the priorities with selective consideration of the difficulty and importance of the assignments and the capabilities of the employee. Evaluates work performance of the investigators to ensure continued adherence to the program guidelines. When appropriate, takes disciplinary action, recommends employee awards and letters of commendation. Ensures that investigations are conducted with due regard to civil rights and human dignity, and that regulations and policies are uniformly interpreted. Administers the investigative functions according to the administrative policy and ensures that the investigators are operating efficiently and effectively within the established professional standards. Informs and advises the CMO of any problems and proposes changes to the procedures. Provides guidance on investigations that are new, complex, or unusually controversial. Resolves employee grievances; refers group grievances and more serious unsolved complaints to the CMO. Qualifications and Education Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Other Significant Factors Tour of Duty: Monday Friday; 8:30am 5:00pm Pay, Plan, Series & Grade: MS-1810-12 Promotion Potential: No Known Promotion Potential Duration of Appointment: Management Supervisory Service (MSS)/At-Will. MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Collective Bargaining Unit: This position is not covered under a collective bargaining unit. Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability Security. Emergency Designation: This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations. Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona-fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7 year) period will result in forfeiture of employment.
