Job Description

The Bureau of Contract Administration is seeking qualified candidates to fill several Management Analyst positions working on a wide range of issues in the Office of Contract Compliance, Office of Wage Standards, and Administrative Services Division. Office of Wage Standards The Office of Wage Standards (OWS) implements and enforces various labor standards and worker protection laws and continues to develop new policies to safeguard the interests of workers. OWS is hiring for positions in all of the following sections: Investigation and Compliance This section investigates complaints of wage underpayment and sick time violations and issues findings and assessments of wage and sick time restitution and penalties where applicable. This section also negotiates settlement agreements with businesses to resolve cases, and works closely with the Office of the City Attorney to interpret and implement federal, state, and local laws. Fair Work Week This section is responsible for implementing, administering, and enforcing the Fair Work Week ordinance which provides protections against the unpredictability of retail workers' schedules that can lead to income insecurity, underemployment, and challenges with childcare. Information and Outreach This section focuses on informing businesses and workers about requirements, administering an on-call personal services contract for community outreach and other specialized services, designing and procuring an annual advertising campaign, and researching and making recommendations on new policies and programs. Office of Contract Compliance The Office of Contract Compliance (OCC) ensures a level playing field for the contracting community. Through its work, the OCC promotes opportunities for small, local, and minority-owned businesses while safeguarding the interests of workers and facilitating training and job opportunities for local workers. OCC is hiring for positions in all of the following sections: Labor Compliance Section This section operates as a State certified Labor Compliance Program with enforcement authority granted by the state's Department of Industrial Relations. It performs investigations and audits to ensure that construction workers on City funded construction projects are paid the required federal and state prevailing wage. It enforces the provision of apprenticeship training opportunities on those projects and also administers the provisions of Project Labor Agreements (PLA) to promote the hiring of local, transitional, and local apprentice workers. Business Inclusion Section This section seeks to maximize participation in public works construction and personal service contracts for under-represented business enterprises by ensuring the proper outreach is being performed during the procurement process. Equal Employment Opportunity Enforcement Section This section conducts audits to ensure that workers are paid the Living Wage rate, and also ensures compliance with various social responsibility ordinances such as Equal Benefits and Worker Retention, among others so that contractors and their employees are given equal opportunity to benefit from the economic stability provided by City contracts. Centralized Certification and Administration Section This section strives to create an inviting and business-friendly contracting environment through outreach and education programs. It also provides certification and verification services of business enterprises for certification as disadvantaged, minority-owned, women-owned, small, and local businesses. Work in all of these sections may include preparation and presentation of written and oral reports to the Board of Public Works and City Council, development of policy and procedures for implementation, as well as preparation of division budget requests. Minimum Requirements: Candidates must have: One year of full-time paid professional experience as a Management Assistant or in a class which is at that level performing duties in budgetary and grants analysis and control, legislative analysis, administrative analysis and research, systems and procedures analysis, departmental administration, personnel administration or accounting; or Two years of full-time paid experience as a Management Aide with the City of Los Angeles; or One year of full-time paid experience with the City of Los Angeles as a Chief Clerk or in a clerical class at that level; or Three years of full time paid experience with the City of Los Angeles as an Executive Administrative Assistant or in a clerical class at that level.
